  3. 1935 Original Social Security Act - no coverage state and local government. 1959 Social Security for CalPERS covered school members. 1980 Social Security terminated for fiscally independent County Offices of Education. 1986 Mandatory Medicare for all public employees hired, re-hired or elected after March 31, 1986. 1990 Medicare coverage available for Teachers hired prior to March 31, 1986. 1991 Mandatory Social Security for all public employees not actively participating in a public retirement system which meets certain minimum benefit requirements established by the IRS. History

  4. Mandated School employees hired after November 4, 1959 in positions covered by CalPERS. All services rendered after July 1, 1991 by public employees not actively participating in a public retirement system which meets certain minimum benefit requirements established by the IRS.
