Introduction: The Rationale - Since 2004, the United Nations (UN) General Assembly has passed three (3) resolutions calling worldwide attention to act and to address the global problem of road safety. - Road safety was recognized as priority by the ASEAN Transport Ministers at the 10th ASEAN Transport Ministers Meeting (ATM) held in Phnom Phen, Cambodia in November 2004.

  3. - The ASEAN Regional Road Safety Strategy and Action Plan is a vital cog of the AEC in the infrastructure development. • But since 2004, when Action Plan had been developed, it had not progressed.

  4. ASEAN ROAD SAFETY SCORECARD/ SURVEY - The scorecard is an initiative that aims to span the gap in time and to move forward the ASEAN Road Safety Strategy and Action Plan. - As a first step, it does not attempt to pass judgment nor to rank member countries. - It draws upon national road safety action plans that hopefully can be facilitated, supported and reinforced through institutional strengthening, cooperation, collaboration and coordination.

  5. Overall Performance Per Sectoral Themes at a Glance - 459 different road safety activities and projects covering the 14 sectoral themes cited in the Country-level Action Plans (CLAPs) were identified by 8 member countries. - Of the total, 336 projects or 73% were completed; 27% were either being implemented or not yet implemented.

  6. - All 8 member countries have taken positive actions to ensure that only safe and competent drivers are given drivers licenses. • The sector on driver testing and training has a 93% achievement rating in the scorecard of the 8 member countries.

  7. - Partnership and collaboration has a 90% completion in all the 8-member countries’ scorecard. • An encouraging sign of increased cooperation and coordination among government, business and civil society.

  8. - Improvement of hazardous location, safe planning and design of roads earned 83% and 82% completion rates respectively. • More has to be done to maintain safer system for all.

  9. - Vehicle roadworthiness and safety standards garnered 78% rating. • 7 member countries finished putting up automated MVIS. • 6 member countries completed establishing guidelines for vehicle roadworthiness inspection, to include those for motorcycles.

  10. The Inference • Data so far gathered provides pertinent and timely information on member countries’ continuing effort and extent of commitment to cut road deaths. • Member countries have established a multi-sector body to coordinate and manage the implementation of the National RSAP.

  11. The Difference • The updating and implementation of the regional supportive action can make the big difference in reinforcing what has been done by the national action plans and in strengthening regional cooperation towards global road safety. This may include the ff: • Institutionalization of an effective monitoring system for the implementation of NRSAP and the RRSAP • Seek partnership and collaboration with international RS advocates, NGOs, multilateral bodies in the implementation of regional programs, projects and activities • Establishment of an ASEAN Multisectoral RS WG
