CARE OF SUPPLIES IN STORAGE (COSIS) Presented by: Michelle Dang NAVICP-M 077 1 December 2009 Ready. Resourceful. Responsive!
POLICY DRIVER • DoD Directive 4140.1-R, DoD Supply Chain Material Management Regulation (aka “The Super Reg”) • DLAI 4145.4/AR 740-3/AFJMAN 23-231/NAVSUPINST 4400.100/MCO 4450.15 Stock Readiness Instruction • NAVY Technical Warrant for the Packaging, Handling, Storage and Transportation (PHS&T) COSIS Program
DoD Stock Readiness Program • DLAI 4145.4/AR 740-3/AFJMAN 23-231/NAVSUPINST 4400.100/MCO 4450.15 Stock Readiness Instruction • Stock Readiness – DoD program assuring: • Proper condition of materiel in storage • Adequate packaging protection to prevent degradation • Stock Readiness includes: • In-storage inspections, minor repair, testing, and packaging aspects associated with these efforts
NAVICP COSIS Program • Care of Supplies in Storage is a Navy program and management system that ensures material is stored and maintained in a ready-for-issue condition and to prevent further deterioration of unserviceable material. • Reduce Repair Turn Around Time (RTAT) • Reduce new procurement by extending the life of the assets • Proactive vs. Reactive COSIS • Look for problematic areas and trends • NAVICP provides reimbursable COSIS funding to repackage and preserve material in storage
What to Look For • Obvious problems that would compromise the protection of the asset and/or prevent the asset from being issued. • Container damaged or deteriorated • Sealing defective • Special markings omitted, illegible, or incorrect • No packaging (bare item) • Stapling, nailing, strapping, banding improper, or inadequate • General appearance (dirt, moisture, fungus, mildew, rot, infestation, or water damage) • Expired Shelf-Life date • Humidity Indicator expired Ready! Responsive! Routine COSIS may reveal the need for additional COSIS work
Reporting of COSIS • DD Form 1225 - used to report COSIS discrepancies and request funding to correct them • Navy COSIS Spreadsheet – for Navy Sites’ usage. • Benefits include: • Condensed, simplified version of the DD1225 • Electronically and e-mailed to NAVICP COSIS PM • Uploaded to COSIS database • Repackaging costs and POC information are important
NAVICP COSIS Database • Simplifies Data Analysis • Pinpoints Deficiencies • Provides Metrics and Reports • Enhances Financial Controls
Site Selection Criteria • Queried the COSIS sites with highest quantity of N32/N35 assets from the Master Data File (MDF) • Sites with high rate of DD 1225’s submission and/or WebSDR 364’s (Supply Discrepancy Report) • Sites have not been visited in recent years • Pick out top 5-7 candidates per fiscal year • FY09 Site Visits: DDNV, DDDC, DDJF, DDWG, DDBC
NIIN Selection Criteria • N32 - Philadelphia managed items • N35 - Mechanicsburg managed items • High demand/low dollar value items • Low demand/high dollar value items • Assets with conflicted condition codes • Assets with conflicted Shelf Life codes • Assets with Method of Preservation 50 • NIINs added during site walk through • IM input solicited
Site Visit Review Process • In-Brief (before item review): Purpose for site visit • intended to assist and train rather than inspect • Ensure Navy’s managed items are properly packaged, stored, and shipped per MIL-STD 2073 requirements • Physical item review • Out-Brief (after item review): Inform all findings, discrepancies • Arrange On-Site training with a TARP rep if necessary • Post Site Visit: • Data analysis, list of action items • Cost estimate, funding • Follow up An Assist Visit; Not an inspection! Information kept at site level.
Discrepancies Top Six Discrepancies Found (by percentage) • Packaging – 33% • Preservation – 15% • Label Marking – 11% • Shelf Life – 11% • Condition Code – 8% • Humidity – 6% • Other – 16% Historical COSIS discrepancy categories
FY’09 ROI FY09 NAVICP COSIS program data • NAVICP COSIS program costs: $700k • Range of NIINs reviewed: 7,277 • Number of NIINs reviewed: 73,688 • Total replacement value: $155.5 M ROI: 222:1
COSIS Reimbursable Funding Process • Storage site submits funding requests • Via DD1225’s or Navy COSIS spreadsheet to COSIS Program Manager (PM) with cost estimate • Provides an activity Financial POC, phone number and UIC for funding. • The COSIS PM approves/disapproves request. • COSIS PM emails approved funding via NAVCOMPT Form 2276A or MIPR • When the storage site has performed the work, actual cost will be provided to the COSIS PM for update.
