PROGRAM REVIEW • STATE OF MARYLAND ASBESTOS SAFETY & HEALTH PROGRAM (ASHP) • EXECUTIVE ORDER - 1983 PURPOSE WAS TO EDUCATE ALL STATE EMPLOYEES ABOUT THE POTENTIAL HEALTH EFFECTS AND TO ESTABLISH AN ASBESTOS SAFETY PROGRAM • EXECUTIVE ORDER 1987 ESTABLISHED THE ASBESTOS OVERSIGHT COMMITTEE WHICH COORDINATES ALL STATE-RELATEDASBESTOS ACTIVITIES. • TRACOR JITCO SURVEY- ID ACM IN STATE FACILITIES(mid 1980s)

PROGRAM REVIEW • ESTABLISHED THREE GROUPS: • LEVEL I (MAINTENANCE) WORKS AROUND IT BUT DOES NOT PHYSICALLY DISTURB. • LEVEL II (MAINTENANCE) AFTER REQUIRED TRAINING, MEDICAL MONITORING, FIT TESTING AND INCIDENTAL TO JOB, PHYSICALLY DISTURBS ACM. • LEVEL II (AUTOMOTIVE) SAME AS ABOVE BUT INVOLVES AUTOMOTIVE PARTS THAT CONTAIN ACM

  5. PROGRAM REVIEW • DEFINITIONS • ASBESTOS CONTAINING MATERIAL (ACM): • ANY MATERIAL THAT CONTAINS >1% ASBESTOS • MD has adopted the above effective 2009 • FRIABILITY • ABLE TO BE PULVERIZED, CRUMBLED OR REDUCED TO A POWDER BY HAND PRESSURE WHEN DRY.

ASBESTOS • COMMON NAME FOR A GROUP OF NATURALLY OCCURRING MINERALS (MINED) • CHRYSOTILE (WHITE): 85-90% • AMOSITE(BROWN): 7-10% • CROCIDOLITE (BLUE): 1-3% • TREMOLITE • ANTHOPHYLLITE • ACTINOLITE • CHARACTERISTICS: • FIREPROOFING • CHEMICAL RESISTANT • HIGH TENSILE STRENGTH • NON-CONDUCTIVE • DURABILITY • LOW COST • HIGH HEAT RESISTANCE

  10. HEALTH EFFECTS • THERE IS NO SAFE LEVEL OF ASBESTOS EXPOSURE. • LATENCY PERIOD: 10-40 YEARS • DISEASES • ASBESTOSIS: SCARRING OF THE LUNGS • HIGH LEVELS OF EXPOSURE OVER LONG PERIODS OF TIME

  11. HEALTH EFFECTS • DISEASES • MESOTHELIOMA: CANCER OF THE PLEURAL LINING • LOW LEVEL OF EXPOSURE • LIFE EXPANCY AFTER DIAGNOSIS: • 6 MONTHS – TWO YEARS

  12. HEALTH EFFECTS • LUNG CANCER: SMOKING & WORKING W/ ASBESTOS INCREASES RISK: • 5X GREATER PROBABILITY THAN NON-ASBESTOS WORKER • 22X GREATER PROBABILITY THAN NON-SMOKER • 90X GREATER- COMBINATION OF THE TWO(SYNERGISTIC EFFECT).

  14. MEDICAL SURVEILLANCE • FREE TO STATE EMPLOYEES • LEVEL I EMPLOYEES: • EVERY 1-5 YEARS (BASED ON AGE/EXPOSURE) • CONCENTRA MEDICAL CENTER (SCHEDULED BY MDE) IF YOU CANNOT MAKE YOUR APPOINTMENT, MUST CONTACT EHS (x4-2949) TO CANCEL

  15. MEDICAL SURVEILLANCE • INCLUDES: • PULMONARY FUNCTION TEST (PFT) • MEDICAL EVALUATION QUESTIONNAIRE • GENERAL PHYSICAL • X-RAYS (PHYSICIANS DISCRETION) • ANY OTHER TESTS DEEMED NECESSARY
