State Agency Coordination • Public expects and deserves efficient and effective state government services • Number of citizens, government agencies, and businesses using geospatial technologies (e.g., web maps, GIS, GPS) is increasing
State Agency Coordination • Benefits • Save time and money (in many ways) • Send a unified message about geospatial issues to decision makers • Collaborate on business needs assessments, strategic plans, etc. • Share training, services, expertise, resources • Increase consistency among agencies
State of the State • ~ 18 agencies with ESRI licenses (unknown how many currently used) • ~ 6 agencies have their own central ArcSDE data repository • ~ 2 agencies have interactive ArcIMS accessible to the general public • ~ 2 agencies have “GIS Coordinators” who deal with agency-wide issues
State of the State • Data exchange between agencies via external drives, DVDs, FTP, email • A variety of software versions in use (i.e., ArcView 3.2 to ArcGIS 9.2) • Each agency deals separately with partners (e.g., data sharing agreements)
State Agency Coordination • State agencies have similar administrative needs and issues • Software Procurement & Maintenance • License Management • Contract Management • Training & Customer Assistance • Policies, Standards, Best Practices • Communication • Planning and Project Management
State Agency Coordination • State agencies have similar technical needs and issues • Infrastructure • Product Development & Distribution • Desktop & Web Applications • Location-based Tools • Technical Support • Data & Data Sharing
Infrastructure • Technology: servers, software, network, user accounts, security, databases, backup/recovery, etc… • People: build and manage • Currently, agencies fund, create, and manage their own (separate) server-based infrastructure
Products • State agencies create products (e.g., maps, documents, data files, “how to” manuals) and conduct specialized analyses to support business needs • Most often, programs in each agency manage, advertise and distribute their own products
Desktop & Web Applications • Applications developed and maintained by agency staff or contractors • Often, agencies have no centralized knowledge of who has desktop software and is developing desktop applications • Currently, agencies fund, create and manage their own applications, including web infrastructure
Location-based Tools • Software and equipment used to create GIS data and/or interface with GIS applications • Address geocoding • GPS • Projection • Currently, agencies fund and manage their own location-based tools
Technical Support • Development, use and management of most geospatial technology requires a higher level of expertise and training • Vendors provide various types of technical support for their software/tools • Currently, agencies informally assist each other or pay for project work done by another agency. Each deals with their own vendor technical support.
Data & Data Sharing • Data is a very valuable asset! • Sharing data is critical! • What exists? • What’s missing? (a lot) • Who’s the custodian? • How can it be accessed? • Does it meet my business needs? • How easily will it integrate with my data?
We should strive to find answers before the next emergency!
Data & Data Sharing • Identify the official versions of data to conduct State of Wisconsin business • Access data from the best sources • Local, county, state, federal agencies • Tribes • Utilities • Private businesses • Not-for-profit organizations
Data & Data Sharing • Create common, statewide “views” of data from external sources • Collect and store data once! Make it easy for people to find and use it to support different business needs • reduce data acquisition costs • reduce data storage costs • reduce data management costs
SAGIC • State Agency Geographic Information Coordination team • Formerly Wisconsin Enterprise GIS (WEGIS) team – new focus! • WEGIS created by Geographic Information Officer (GIO) - new autonomy!
SAGIC - Members & Purpose • Members include state agencies with mutual geospatial interests - looking for new members! • Advise state agencies, the GIO, and other groups (e.g., ITDC, WIGICC) interested in the geospatial business and/or technical needs of state agencies – new role!
SAGIC – Vision & Mission • Vision • Primary geospatial advisory group and forum for Wisconsin’s state agencies • Mission • Promote and improve collaboration, communication, quality, and sharing of best practices among state agency users and developers of geospatial data and technologies
SAGIC - Activities • Raise awareness and facilitate communication • Identify needs, opportunities, gaps • Promote cross-agency strategic priorities and initiatives • Recommend best practices, policies, standards, processes
SAGIC - Activities • Facilitate collaboration within and among agencies • Identify inefficient, wasteful and duplicated efforts • Sharing of resources, expertise, services, and training • Integrate geospatial issues into agency strategic business and IT plans
