  2. Milestone in our institutional development process • February 2011 – Agreement between IDB/MIF and GoRTT signed • August 2011 – PPP Unit formed at the Ministry of Finance and the Economy • June 2012 – Cabinet approved PPP Policy and institutional framework

Positives/Benefits • Serves as a basis for establishing a common understanding amongst all key stakeholders in respect of project identification, development and implementation process • Established an institutional framework and promotes collaboration and coordination across relevant public sector entities • Makes a profound statement about government’s commitment and position with respect to pursuing the PPP programme. Serves as a selling point for the PPP programme. • Serves as a basis for continuous improvement • Promotes consistency of approach

  6. Negatives • Takes time to develop a policy framework that addresses local challenges—the need to study own environment to establish applicable policy. • Accounting treatment not established • Government’s position on unsolicited proposals was not established.

  7. Challenges • The PPP Policy establishes and PPP project development and implementation process that is typically inconsistent with political timeline. It is generally difficult to convince politicians of the need for due process as outline in the policy. • Lack of respect for the PPP policy framework as compared to relevant procurement legislation
