4. Farm Structure Survey 2013/2016 (Hilda McCarthy) Agricultural Statistics Liaison Group April 24th 2012
FSS 2013, FSS2016, COA2020. • FSS 2013 (existing Regulation 1166/2008) • FSS 2016 & beyond (new regulation) Agricultural Statistics Liaison Group April 24th 2012
FSS 2013 • June 1st 2013 • Sample Survey (approx 75-80k forms) • 8 page questionnaire • Variables mostly as for COA 2010 (Regulation 1166/2008) • Admin Data (Cereals & Cattle) • Postal questionnaire (all other data including Area Farmed, Other Livestock, Organic Farming, Labour, Mgmt & Training, Rural Development, Machinery) • No requirement for Survey Agricultural Production Methods in 2013 Agricultural Statistics Liaison Group April 24th 2012
FSS 2016 & beyond • Regulation 1166/2008 under review • New regulation to cover FSS2016, COA2020, FSS2023 & FSS2026. • Task Force Meetings (Sept 2011, March 2012, Sept 2012) • Difficult to reach consensus amongst Member States. • Need for new data vs. need to reduce burden. • Farm Structure Survey (old) =Farm Survey System (new) Agricultural Statistics Liaison Group April 24th 2012
Farm Survey System • Farm Survey System =Core +Module + Satellite • CORE • -e.g. Area Farmed, Location, Livestock, Crops, Labour • -always collected in FSS year • MODULE • -e.g. Machinery & Equipment, Other Gainful Activity (OGA) • -collected with Core data but smaller sample and lower frequency • SATELLITE • -e.g. SAPM, Fertiliser, Water-Use, Competitiveness • -reserved for specific, newly emerging data needs • -collected in a separate survey, smaller sample and lower frequency • -linked to Core data Agricultural Statistics Liaison Group April 24th 2012
Ireland’s Position • Flexibility re:collection periods • NUTS1 (state level only) for some variables e.g., Fertiliser • NUTS2 is acceptable for Core Data. • Retain existing transmission deadlines for FSS & COA • Reduction in Variables (Machinery & Equipment, OGA of Labour, Organic) Agricultural Statistics Liaison Group April 24th 2012
Proposed Machinery Variables for FSS 2013- from Regulation 1166/2008 • IV. machinery and equipment • (i) Machinery • – Belonging exclusively to the holding • – – Four-wheel tractors, track-laying tractors, tool carriers (Number) • – – Cultivators, hoeing machines, rotary hoes and motor mowers (Number) • – – Combine harvesters (Number) • – – Other fully mechanised harvesters (Number) • – Machinery used by several holdings • – – Four-wheel tractors, track-laying tractors, tool carriers (Yes/No) • – – Cultivators, hoeing machines, rotary hoes and motor mowers (Yes/No) • – – Combine harvesters (Yes/No) • – – Other fully mechanised harvesters (Yes/No) Agricultural Statistics Liaison Group April 24th 2012
IV. machinery and equipment (cont’d) • (ii) Equipment • – Equipment used for renewable energy production by type of energy source: • – – Wind (Yes/No) • – – Biomass (Yes/No) • – – – of which bio-methane (Yes/No) • – – Solar (Yes/No) • – – Hydro-energy (Yes/No) • – – Other types of renewable energy sources (Yes/No) Agricultural Statistics Liaison Group April 24th 2012
