1964: Civil Rights Act Title VI This landmark act prohibited discrimination on the basis of race, color, and natural origin in federally funded programs. It prohibited special education for students speaking limited English and required schools to communicate with parents in their own language.
1974: EEOA This act states that schools need to take appropriate measures to overcome language barriers that affect a students participation in programs (Answers.com 2010).
1976: Lau vs. Nichols This Supreme Court case ruled that school districts have a responsibility to all students and bilingual education and support would be expanded beyond just those receiving Title VI funding (Beyond Brown n.d.).
2000: Executive Order 13166 This order by President Clinton required federal agencies to improve access to people speaking limited English.
2001: No Child Left Behind NCLB requires all students be 100% proficient in English Language Arts and federal funding is based on student progress.
In Our School… • ESL students participate in the inclusion model and attend ESL instructional classes. • An interpreter is available as needed to communicate with parents. • The school has teacher endorsed in ESL. • Classroom teachers must modify instruction for their ESL students.
