  1. MUNICIPAL REPORT Carroll 2030 Task Force April 19, 2013

  2. Participants • Mayor Jim McCarron, Taneytown • Marge Wolf, Westminster • Elected Officials of the eight municipalities

  3. Process • Mayor & Councils of 8 municipalities asked to identify top 6 priorities • These results complied into one set of priorities • All municipal officials discuss at MML Carroll County Chapter meeting • Top 6 priorities noted by MML Chapter membership

  4. Top 6 Priorities • Unfunded mandates • Infrastructure for increasing population • Increase in crime • Decreased community engagement • New industries • Fire/EMS – declining involvement of volunteers/training requirements

  5. Other Trends to Consider • Cost of energy • Demand for recreational facilities in line with surrounding counties • Limited tax base to support unfunded mandates • Traffic congestion • Ability for towns to combine work forces or infrastructures (political issue to overcome)

  6. Other Trends to Consider • Utilize rail transportation for two reasons: to reduce truck traffic on major highways and retrofit for mass transit possibilities • Develop business friendly attitude/actions • Develop a plan for access to adequate water resources • Development/repair and funding of infrastructure

  7. Other Trends to Consider • Protect the rural character of Carroll County • Bigger impact through social media • Increasing poor population County-wide

  8. Our Cluster • Willing to participate • Dynamic discussions • Lots of ideas • Easy to achieve consensus
