Overview of Translation • Modules • The RCRAInfo Handler module is available for data exchange with EPA and is considered operational on the Exchange Network. • The Permitting and Corrective action Modules are available for testing. States can send their permitting and corrective action related data to CDX for processing under a test mode (meaning your data will go to a pre-production database until it is validated to ensure the XML is received and processed correctly). Testing ensures that the exchange is working correctly. • The Compliance Monitoring and Enforcement Module will be available to test during the Fall of 2005. • Br 2005, will be the same format as Br 2003. • CDX Node • To use a node, your submission must be in xml. A state node can automatically send RCRAInfo data, on a regular schedule, directly to the EPA node. The EPA node converts the xml into a format suitable to RCRAInfo and forwards the data to RCRAInfo. RCRAInfo checks the data for errors. If no errors are found, the data is loaded into RCRAInfo tables which can be examined by a user in the RCRAInfo application. A log of the translation can be found on the system administration menu. The same log is also available through the state’s node.
Overview of Translation – Cont’d • CDX Webpage • The CDX webpage accepts either flatfile or XML submissions. A valid CDX and RCRAInfo user ID are required to use the CDX webpage. The flatfiles are more flexible than the XML in that a user can submit updates to a portion of a module. A state can submit either the actual owner_operator codes: ‘CO’,’CP’,’PO’,’PP’, or use the original XML Boolean method. • How To Use The ‘&’ In Your Data Via XML • When using XML, special characters like ‘&’,must be encoded like this ‘&’ The XML converter on the EPA node will decode this string back to an ‘&’ for RCRAInfo. • XML is far more restrictive about special characters than RCRAInfo • XML Field Declarations • The RCRAInfo CDX schema has inherited some elements called FAC_ID from the Federal Registry System. Some of these declarations are not applicable. Consult Exchange Network website. • XML Schema Versions • Consult Exchange Network website for latest changes. • Connectivity • Make sure you have your user accounts and permissions for CDX and RCRAInfo before testing. • For the first 6 months of 2005 the failure rate was high when sending a flat file from the CDX Webpage to RCRAInfo. CSC has resolved this problem by upgrading the communications software. • Occasionally RTP upgrades servers and firewalls; this often breaks the connections from CDX to RCRAInfo, as well as other data flows.
