Long-Term Strategy Building block 1- Energy efficiency • Focus on buildings, most of the housing stock of 2050 existing already today, higher renovation rates, fuel switching • Renovation of public buildingsand public infrastructure essential, and Energy Performance Contracts a practical solution. • Adequate financial instruments, integrated policy approach and consumer engagement to sustain higher renovation rates
The EU commitments for 2030 Public support alone will not be sufficient. The private sector will have to play a huge role
Strengthened 2030 legal provisions Focus on energy performance contracting & ESCOs
EU budget- a revised financial framework Making Energy Performance Contracting more accessible for the public sector and the local level • Dedicated financial products and instruments • Strengthening project development assistance and advisory services at EU and local level INVESTEU PROGRAMME ERDF AND COHESION FUND
Encouraging these investments at local level across Europe Consolidating ‘one-stop-shops’ coupled with energy performance contracting • Dedicated local or regional one-stop-shops acting as a single ‘entry’ point for citizens and businesses • Consolidating the project pipeline through project development assistance facilities such as ELENA, or Horizon 2020 PDA • Pooling small energy efficiency investments, and match supply and demand for finance
Rolling out energy performance contracting Some barriers remain • Increasing trust- among public authorities, and in the market- EU instruments under the next EU budget can play an important role • Upscaling standardisation and replicationof energy performance contracts to boost the ESCO market • Improving awareness of municipalities, cities, regional authorities, banks, financial institutions
