A Council resolution of 29.10.2003 calls for: reducing the financial incentives for UDW in tax and benefit systems (incl. the permissiveness of the social protection systems); administrative reform and simplification, with a view to reducing the cost of compliance with regulations; strengthening the surveillance and sanction mechanisms, with the involvement of labour inspectorates, tax offices and social partners; trans-national cooperation between Member States, and awareness raising activities. 6.
