Essential Questions What is Indicator 4A? What is Indicator 4B? What is the difference between Indicator 4A & 4B? What are the obligations of districts, once identified with ‘Significant Discrepancy’ in regards to discipline?
Significant Discrepancy Indicator 4A (Results Indicator): A district is considered to have a significant discrepancy if more than 5% of its students with IEPs were suspended/expelled out-of-school for greater than 10 days (cumulatively during the school year). Indicator 4B (Compliance Indicator): A ratio is calculated for each race/ethnicity group within a district. Districts with a ratio > 2.0 for any race/ethnicity group are identified as having a significant discrepancy.

Indicator 4A & Indicator 4B • District Obligations: • A site visit to district by OSE-EIS staff and monitors to determine if there are inappropriate identification policies, procedures or practices • If required, create and implement an improvement plan; monitored for evidence of change • Participate in technical assistance 7
Overview Indicator 4A is a percent calculation and 4B is a risk ratio. Districts can be identified for both Indicators 4A and/or 4B. Indicators 4A and 4B are both part of the Annual Performance Report. Indicator 4B data can indicate significant discrepancy but findings are based on inappropriate identification policies, practices or procedures. 8
