National Mobilization Guide Updates Document -Changed National Incident Radio Support Cache (NIRSC) to National Interagency Incident Communications Division (NIICD) Chapter 10 Objectives, Policy and Scope of Operation -Added Type 3 Multi-Engine Water Scoopers to National Resources list Chapter 20 Overhead and Teams -Added document name request justification on the resource order form -Clarified language for Non-Standard Overhead Groups -Updated Cache support positions (delete WHMG, add FCMG, ACMR -Add NMAC can request an Area to utilize an out of Area IMT for planned replacement need
National Mob Guide Updates Chapter 20 Overhead and Teams (cont.) -Updated Review Audit Process (RAP) Team chart -Added Community Mitigation Team Assistance section. Teams help communities build sustainable local capacity for wildfire mitigation. Teams are requested during high fire risk and are composed of three to eight members. Chapter 30 Crews -Removed dead link to Natl T2IA contract. Added address & phone # of where contract can be obtained -Added link to Standards for Interagency Hotshot Crew Operations Chapter 40 Natl Contract Caterers and Showers -Center Managers requested to add back in, “local units will notify their GACC 24-hours in advance of demobilization”
National Mob Guide Updates Chapter 50 Aircraft • Agency Flight Plans and Flight Following: strengthened language that NICC will resource track through the use of Flight Request/Schedule all aircraft crossing Geographic Area boundaries, which have been ordered through NICC on Aircraft Orders or Flight Requests • Minor edits to the Infrared section including flight rates and scanner speeds • Added UAS section • Update: frequency requests are processed through established ordering channels from incident host GACC > NIICD
Air Tankers (VLAT, T1) EXC: 13 CWN: Approx 10 MAFFs: 8 AK-AKS, Canada T-116 / T-118 were given toCalFire. Only one flew at a time for the feds. MAFFs tank was taken out
Fixed Wing ASM/LPs: 19. Not all staffed at once due to days off, etc. Infrared with different capabilities: -NIROPs Cessna Citation, King Air 200, “Aircraft 3.” -FS Cobra helicopters (Redding, Lancaster, CA) -Five IR mapping end product contracts awarded in 2019 -COS Pilatus PC-12 Multi-Mission Aircraft (MMA) -Air National Guard, Distributed Real-Time Infrared Aircraft (DRTI) Large Trans: EXC contract awarded yearly. Mandatory Availability Period, 6/15 – 9/15 Also have GSA charter option available if needed
Scoopers, SEATs Four T3 multi-engine scoopers available on CWN contract SEAT EXC contracts: AK - 4 FBs, Bemidji, MN, Deer Park, WA, John Day, OR Current On-Call contract good through 4/30, then new contract will be awarded. Option for Task Order Request for Proposal (TORP) for 30+ days
The Numbers2018 Broke records for total flight time and gallons delivered set in 2017 by over 1,000 hrs. and 1 Million gallons delivered
92 Total - Peak in August (Includes Fire Bosses) 52 BLM 23 State 13 USFS 4 BIA # of Fire Bosses = 16 Current DOI On – Call Contract has 94 total SEATs/Fire Bosses Available on the contract. There is about 104 total aircraft in the system, these include State resources we may not have access to. Two Contracts – Existing and new – daily, 30 and 60 day rates. Total Committed SEATs 2018

Equipment/Supplies Caterers: 30 Designated Dispatch Points (DDPs), fourth of five year contract Showers: Waiting for award of new five year contract New ordering process for radios: When ordering NFES 004312, VHF Command Repeater/Link or NFES 004370 Ground Aircraft Radio/Link Kits, an NFES 004100 Mountain Top Accessory Kit must be ordered Mobile Retardant Base – Will be dispatched through the NICC
