8. Elementary Achievement Profiles • AIMS - Are schools improving at teaching in key grades, regardless of student group? • MAP - Are schools achieving One Year’s Growth with students the school has had an opportunity to educate?

AIMSKey Components for Accurate Assessment of School Performance  3-Year rolling average to mitigate group differences  Require growth by all student groups  Analyze data by student mobility to confirm findings  Includes growth for ALL students by looking at the advancement of students at all performance levels

MAP  Provides longitudinal view of performance  Holds schools directly accountable for students the school has had an opportunity to educate  A student will achieve One Year’s Growth on MAP if the student remains in the same stanine or progresses to a higher stanine from one grade to the next  “Change points” awarded for negative change in the Falls Far Below category and positive change in the Meets or Exceeds Category

11. AZ LEARNS Will Evolve To match changing testing requirements • NCLB requires testing of all grades 3-8 in Reading and Math by 2005-2006 and Science in specific grade levels by 2007-2008 • Annual assessments required for students in grades 3-8 in reading/language arts, science and math

AZ LEARNS Will Evolve To match changing testing requirements (cont) • Beginning in 2002-2003 school year, every state must participate in 4th and 8th grade reading and math sections of the National Assessment of Educational Progress (NAEP) • NAEP only given to a random sample of students in state

13. Multiple School Classifications  A spectrum of school classifications allows for the identification of diverse school outcomes. Excelling Improving Maintaining Underperforming Failing (in subsequent years) Each school will be given a single school classification

14. AZ LEARNS: HB2658  Baseline achievement profiles due to be set as of last year (Oct. 2001)  First identification of Underperforming Schools THIS October (2002)

AZ LEARNS: HB2658  If Underperforming, a school must: - within 30 days, provide written notification to residents in attendance area - within 90 days develop an improvement plan and submit to State Superintendent - within 30 days of submission of improvement plan hold a special public hearing - if improvement plan is submitted to State Superintendent more than 90 days late, classroom site fund monies will be withheld (Prop 301) - school district superintendent must testify before SBOE and discuss reasons for lateness

16. AZ LEARNS: HB2658  If Underperforming for a second year, the ADE must visit school site to confirm data leading to school being designated as Failing; also ADE must review school improvement plan  If all is confirmed that school is Underperforming for a second year, school is designated as Failing  Failing schools will be assigned solutions team by State Superintendent to revise improvement plan - comprised of master teachers, fiscal analysts and curriculum assessment experts that have been certified by ADE

17. AZ LEARNS: HB2658  In addition, if school is Failing: - must provide written notification regarding Failing School to each residence in attendance area within 30 days of designation as Failing - must evaluate need for changes to existing improvement plan and consider recommendations of ADE solutions team within 60 days of designation as Failing - governing board must hold public hearing in each school designated as Failing (30 days after resubmitting improvement plan to ADE)

18. AZ LEARNS: HB2658  CSF funds can be withheld if timelines not met  Pupils attending Failing schools can receive tutoring paid for from Failing Schools Tutoring Fund (est. in Education 2000)  Schools that do not meet NCLB Adequate Yearly Progress goals over period of time are subject to progressive intervention up to restructuring, private management or takeover
