Why change? • The carbon dioxide limit specified in the Network Entry Agreement between National Grid and BP Teesside terminal is incompatible with new potential offshore developments • Initial analysis shows that an increase in the carbon dioxide limit at this ASEP would allow additional deliveries of gas without compromising safe or efficient operation of the NTS • UNC modification process is the preferred route, to facilitate the proposed change and also ensures an open, inclusive and transparent process.
Options • Offshore or onshore gas processing plant is being considered to reduce the carbon dioxide content, but represents a high cost option and would reduce economic delivery for at least some production.
Solution • Change the carbon dioxide limit from 2.9% to 4.0% in the Network Entry Agreement between National Grid and BP Teesside
Recommended Steps • The Proposer recommends that this modification should be: Sent to Workgroup assessment to • Develop the modification • Discuss the results of National Grid work conducted to pre-assess the impact of a higher carbon dioxide limit on the network and consumers • Consider with stakeholders other impacts not evaluated so far
