American Rule in Puerto Rico • Some Puerto Ricans, like Munoz Rivera, wanted independence. • Some Wanted Statehood • Others wanted some form of Self Government. • US initially governed Puerto Rico under a Military Rule. • Foraker Act in 1900 ended military rule and brought a civilian government • Congress granted citizenship to the Puerto Ricans in 1917 and voting right to elect there legislature.
U.S. Role in Cuba • American Military occupied Cuba after the Spanish-American War. • Americans let pre-colonial officials to rule Cuba. • Thousands of Cubans were imprisoned. • US military, however, did humanitarian work.
Platt Amendment and Cuban Constitution • US forced Cubans to add some amendments to its constitution in 1901 • Cuba Could not make any treaty that might limit its independence or permit a foreign power to control any part of its territory • The United States reserved the right to intervene in Cuba • The United States could buy or lease land on the island for naval stations or refueling stations. • Cuba became a U.S. Protectorate and remained for next 31 years.
U.S. Role in the Philippines • Filipinos under Emilio Aguinaldo started rebellion against US annexation of Philippines in 1899 . • Americans caused Filipinos to suffer. • The war was over after 3 years. • US set up a government with an appointed governor. • There was a two house legislature • Filipinos elected the members of the lower house • On July 4, 1946 Philippines got its independence.
United States and China • China’s imperial government of Qing Dynasty was weak due to the lack of modernization • Britain, France, Japan, Germany, Russia all had created “spheres of influence” in China with “extra-territorial” rights. • America Proclaimed an “Open Door Policy” towards china. • Imperialist nations were asked to maintain china’s independence • Boxer Rebellion threatened foreign dominance and foreign forces put down the rebellion.
American Interest and Open Door Policy • Open Door Policy reflected 3 American Beliefs: • Growth of American Economy depends on exports • US had the right to intervene overseas to keep its markets open • Feared that closing of an area to American products, citizens and ideas threatens the very survival of the United States.
Impact of Imperialism • Under President McKinley US gained an Empire. • Anti-Imperialist League was created • President Grover Cleveland, Industrialist Andrew Carnegie, Social Worker Jane Addams and many writers [like Mark Twain] were members of the League. • Homework: • Questions 1, 3, and 5 on page 564.
