Expanded CCAS Mission Background • Gansler Commission recommendations significantly expanded DCMA’s in-theater role • Expanded DCMA EE Program • Hired 28 EEs in 2011, 194 total as of Feb. 2012 • Ramped up DCMA Afghanistan command • Doubled our contract oversight to ~$12B in contract value • Picked up oversight for Bahrain support as well as Oman and Qatar Path Forward • Maintain and monitor demand for in-theater support • Continued need for SME and COR support • Working with Military Services and Joint Staff to develop long-term strategy for in-theater CCAS • Long-term support for FMS • Transitioned to support for OSCI and State Dept. Jan. 2012 • Improve operational efficiencies and right size staffing with theater requirements Current boots on the ground: 332 Current as of 2/18/2012

Exercise Program Guidance • Director’s Agency Training Guidance, and exercise priorities are based on our mission. “DCMA shall perform Contract Administrative Services (CAS) and Contingency Contract Administrative Services (CCAS) for the Department of Defense and authorized Federal Agencies, foreign governments, international organizations, and others. CCAS includes those services outlined in FAR 42.302 and DFARS 242.302.” ….DODD 5105.64. • “Continue to support Unified Endeavor Mission Rehearsal exercises and Unified Combatant Command exercises where the Agency has defined AMETs” (linked as part of Team LOGCAP, AFCAP, CCDR Theater Support Plan or OPLAN, etc.) • “Leverage resources by sending experienced personnel to best support the exercise’s needs, while also being well-positioned to capture lessons learned for use elsewhere in the Agency. “ • “To ensure coordinated effort, participation by DCMA personnel in any exercise hosted by an organization external to the Agency will be first approved by Director”

DoD/Joint Exercise Scenarios Impact CSA Training & Actual Events - COCOMs; Interagency (DoS) • Issue: Wars don’t end at Phase 3……. • Exercise Scenarios need to address Phases IV, and V in Phase 0, to train and sustain DCMA Readiness to accomplish CAS, CCAS, and Operational Contract Support (OCS) Missions ISO COCOMs / IA (DoS) • “DCMA does it right”; “Half our force is Contracted.” CJCS at March OCS Conference Description: • 3rd/45th SB CPX-S • Location: Fort Lee, VA • Date: 7-13 Nov 11 • We can increase CSA value-added to the CCMDs mission and planning if….. • CCMDs address -- Phase 0 (Shaping with “hooks for Phases IV and V) in CONPLAN OPLAN, Exercises; to enable CSAs event execution for Phases IV and V training. The question: What CCMDs and CSA could/should link to in CONPLANs, during planning (Annex W) and with MSELs for Exercise development, that establishes a foundation for "CSA requirements“. MSELs. • What DCMA has done: • Partnership with Army CAC-T Exercise Support Team for: MSEL Development and Exercise Support – March 2012 • Developing a MOAs • Phase 0, IV, V
