Basic Components of Brownfield Redevelopment • Identify existing brownfield sites. • Determine site ownership. • Secure site access. • Conduct an Environmental Site Assessment Phase I. • Define history of the site. • Define any recognized environmental conditions which are a cause for any concern. • Conduct an Environmental Site Assessment Phase II. • Define conditions as they may relate to demolition or remediation activities on the site. • Define redevelopment actions to be taken.

Funding the Basic Components of Brownfield Redevelopment • West Central Indiana Economic Development District Applied for and received EPA Brownfield Assessment Coalition Funds in 2009. • $447,000 Hazardous Substances • $447,000 Petroleum • Coalition initially included Clay, Vermillion, and Vigo Counties. • Putnam and Sullivan Counties joined the Coalition in 2010.

Scope of Work For The Coalition • Inventory of brownfield sites. • Redevelopment plans for prioritized sites. • 24 Phase I ESA ‘s • 12 Phase II ESA’s • 6 remedial action plans. • Community involvement /outreach. • Identify and establish the basis for the use of any resources available for redevelopment activities.

Actual Coalition-wide Outcome • Comprehensive inventory of brownfield sites in the Coalition counties compiled. • Redevelopment plans for 17 sites including identification of possible and actual funding sources. • 24 Phase I ESA’s completed. • 21 Phase II ESA’s completed. (25 UST’s removed.) • 6 remedial action plans completed. • Community outreach conducted in all counties in the Coalition.

  34. Funding Leveraged • $8,151,571 in private funding leveraged to date. • $1,202,024 in State and Federal funding leveraged. • $448,011 in local funding leveraged.
