Terms of reference 1 Represent schools in the active contribution to Children and Young People’s Services’ priorities promoting the five ECM outcomes 2 Provide a forum for promoting and sharing best practice locally, regionally, nationally and internationally. 3 Maintain an overview and recommend priorities for action and the allocation of resources to improve inclusive learning and teaching and raise attainment across all sectors 4 To be supported in decision making by quality data 5 Provide and receive guidance on strategic issues and contribute to other relevant statutory and decision making bodies in collaboration with appropriate partners 6 Ensure resources are targeted effectively to achieve educational outcomes as defined in the Children and Young People’s Plan and where appropriate monitor and evaluate the use and impact of such resources. 7 Support Children and Young People’s Services as leaders of innovation and excellence in partnership working 8 Produce reports of progress to the Nottinghamshire Children’s Trust based upon outcome-based accountability 9 Help schools understand the role and remit of the Children’s Trust Children and Young People’s Services
Membership Others may be coopted or invited to attend as required and agreed by the group members Children and Young People’s Services
Conduct • Chairs of phase boards (with a substitute headteacher if required) to be available from each of the primary, special and secondary headteacher boards for a period of three years • Chair to be Director of Children and Young People’s Services • Meetings to be held twice a year • Chairs of phase board and lead officer to meet to agree agendas • All agendas to be received 10 days before the meeting, with purpose of item. Supporting papers to be circulated with the agendas. If no supporting paper an item may be referred to the next meeting • Draft minutes to be circulated within 10 working days of the meeting • Summaries to be produced and posted on Wired Children and Young People’s Services
PRIMARY/SECONDARY/SPECIAL SCHOOLS BOARDS Purpose of the Boards To represent the seven district/area forums in the development of strategic planning and service delivery to raise attainment and achievement of children and young people in Nottinghamshire Children and Young People’s Services
Terms of reference • To represent each district group of headteachers to: • actively contribute to the CYPP plan and priorities • develop a brokerage and commission service for the phase • identify themes from the CYP plan to research and action in schools (eg boys’ achievement, obesity) • ensure high quality support for schools in the provision of learning and teaching that leads to raised standards of attainment and student self esteem • provide a vehicle to communicate with LA services in the development of strategies across the five ECM outcomes • coordinate representation of community schools on specific issue groups identified by the Children’s Trust and Education Trust Board • agree terms of reference for the district forums to ensure consistency of consultation Children and Young People’s Services

Conduct of the meetings 1. Headteachers to be nominated by the primary and secondary headteacher district/area forums for a period of three years. All special school headteachers to be participants in the special school board 2. Headteacher chair to be elected from within each group 3. Meetings to be held twice a year to align with district/area forums thus enabling heads to represent their district/area 4. Chair and lead officer to meet to agree agendas 5. All agendas to be received 10 days before the meeting, with purpose of item. Supporting papers to be circulated with the agendas. If no supporting paper an item may be referred to the next meeting 6. Draft minutes to be circulated within 10 working days of the meeting 7. Summaries to be produced and posted on Wired Children and Young People’s Services
Specific issue groups • Schools Forum (7 Sec/7 Pri/2 Special) • Admissions Forum • 14-19 Partnership and subject groups • SEN monitoring and accountability board • Behaviour and attendance, partnership etc • Heads count • Heads/chair briefings • 14-19 transport Children and Young People’s Services
