Milestone 1 - Develop the Matrix of development partners’ support to the health sector in Vietnam Achievements in 2011: • Receiving information/ database from 30 donors about 269 activities in the period of 2005 - 2010. • The first draft of the matrix analysis 2010 has been done and sent out to the DPs for comments in early 2011. • However, HPG has not received sufficient attention as well as enough comments from the DPs to sharpen the analysis and improve it in term comprehensiveness Next step: • Working with WHO to complete the matrix analysis 2010. • Updating the matrix 2011. • Completing the matrix analysis 2011 after receiving all the necessary information/ database.
Milestone 2 - Study on Harmonization and Alignment of TA in the Health sector Achievements in 2011: • Based on the tentative report on TA from specialists received in Jan, 2011, HPG secretariat has finalized the study on harmonization with specific recommendations on the establishment of the TA component to be in line with the five year health plan. • Building the outline for up coming TA activities. • Making an agreement with UNICEF on funding mechanism for TA activities.
Milestone 2 - Study on Harmonization and Alignment of TA in the Health sector Achievements in 2011: • Workshop on Harmonization and Alignment of TA in the Health sector is scheduled on the third quarter, 2011, focusing on 4 main points. • Reviewing the result of the Study on Harmonization and Alignment of TA in the Health sector. • Identifying the actual need related to TA at the locality based on the survey on the TA status and demand at provincial level. • Establishing a working plan to incorporate the TA activities with the five year health plan in term of harmonization. • Working with HPG core group on the next steps taken regarding TA coordination.
Milestone 5 – Adopt the HPG forum and the HPG Secretariat • HPG work plan 2011 and vision to 2015 • HPG communication strategy • HPG technical working group • HPG meeting. • Field trip • HPG core group • HPG funding mechanism.
HPG work plan 2011 and vision to 2015 Main areas: • Main Area 1 – Implementation of the existed and new Milestones in the SOI • Main Area 2 –Workshop, conferences, and trainings • Main Area 3 – Capacity building for aid coordination and mobilization • Main Area 4 – Information collation and dissemination for networking improvement sub-nationally, nationally and internationally • Main area 5: Technical Assistance to be in line with 5 year health plan • Main area 6: Policy research, gap analysis and action plans
HPG communication strategy • Completing HPG communication strategy 2011 with following concentration: • Improving and maintaining the HPG website in term of functionality as well as content, maximizing the website capacity, using the website as the main channel for communication . • Strengthening the linkage between HPG with the media, press, and the other website (both in and outside health sectors, especially with websites of the HPG working group such as website of Joint Annual Health Review group) • Exchanging information regularly with provincial Departments of Health (using multiple channel including DOH website) • Broadcasting HPG image and its activities, strengthening the importance of the communication activities in individual health sectors/ agencies or HPG working group, especially at provincial level by providing training, workshop.
HPG communication strategy • Next step: • Calling for support on executing communication plan: improving and maintaining the website, training and workshop on communication strategy. • Organizing workshop on communication strategy of HPG and HPG working group. • Publishing the result of HPG main activities 2011.
HPG technical working group Achievements in 2011: • Completing Term of Reference Guideline on creation of technical working groups under HPG • Supporting departments to develop the proposals and TOR to establish TWGs (for instance, Enhancing the capacity of environment protections of health agencies; Evidences of impacts of climate changes in health…) • HPG technical working groups named "Reproductive Health Affinity Group” was officially established in Oct/2010 (focal point: Dep of Mother and Children Health) • HPG technical working group named “Health Environment Management Group” was officially established in Apr/2011 (focal point: Health Environment Management Agency) • Working with TWGs leader to make an agreement in term of information exchanging, supporting and coordinating.
Reproductive Health Affinity Group - (RAHG) • Organizing the first quarterly meeting in 13 April 2011 • Co-Chair: Mr. Nguyen Duy Khe, Director of MCH Dept., MOH and Mr. Bruce Campbell, UNFPA Representative in Vietnam • Main meeting contents: • Updating TOR for RHAG • Sharing the contents of ASEAN Planning Workshop on MCH in Philippine • Initial results and recommendations of the survey on current situation of the RH care network and RH service utilization • 5 Initial results of end-line survey of UNFPA country program (7 provinces, 2005-2010) through M&E indicators • MCH handbook in Vietnam: new project of JICA • Information on RH commodities security implemented recently by MOH and UNFPA
Health Environment Management Group (HEMG) Including 4 sub-group: • Protection of environment of the health facilities; • Protection of environment in corpse burial and burn activities, environment health; • Hygiene and occupational health, occupational diseases prevention and accident and injury prevention; • Control of health impact due to climate change; management of chemicals, disinfectants and insecticide products for domestic and medical use;
HPG technical working group (cont) Next step: • Starting-up supports for TWGs: master plan, administration procedures, proposals and TORs comments and suggestions, kick-off meetings facilitation. • Updating and sharing the TWGs activities with DPs. • Establishing following TWGs: • Health Insurance Group. • Health information technology Group. • Technical Assistance Group. • Health human resource group. • Interested DPs are advised to contact directly with HPG secretariat for further information.
HPG meeting Achievements in 2011: • HPG quarter I, 2011 was organized successfully in 24th, Mar, 2011 at Melia Hotel. Next steps: • HPG meeting at center level: HPG meeting quarter III & IV. • Provincial HPG meeting: A pilot provincial HPG meeting will be held in the end of the third quarter, 2011. The purpose of the meeting is to connect the cohesion agenda on aid effectiveness at center level with it at local level: enhancing and strengthening international cooperation activities and aid effectiveness in the locality.
Field trip • To bring HPG closer to local provinces by piloting the provincial HPG. • To identify the gap for IC interventions and collecting the input to the international cooperation strategy and plan on aid management and coordination at provinces • To set up the official network with IC focal points in the sectors, including aid effectiveness • To promote the productive, pro-active of local provinces in IC • Field trip to Ha Giang province: In Mar, 2011, HPG has had a field trip to Ha Giang and worked with Ha Giang Department of Health, Department of Finance, Department of Planning and Investment, Department of Foreign Affairs, Provincial Preventive Medicine Center, Provincial Hospital, Preventive Medicine Center at Dong Van district and MeoVac district. • Next step: field trip to Yen Bai, Daklak, Da Nang, KienGiang, QuyNhon/ NhaTrang.
HPG core group • In 2011, HPG decided to establish HPG core group with following objectives: (i) To provide technical support to and facilitate the functioning of the HPG; (ii)To enhance the cooperation between the HPG and DPs in aid effectiveness in health sector • Actions taken in 2011: • Discussion among ICD, DPF and DPs on the necessary of the group as well as its establishment mechanism. • HPG secretariat has worked with WHO to establish a tentative Term of Reference. • Collecting comments to complete the TOR • Finalizing the TOR and sending out to DPs • Next step: • Getting approval of the MOH on the TOR • Officially establish HPG core group and take it into effect following the fixed mechanism.
HPG core group Duty and Responsibility of HPG core group: • Holding regular meetings to prepare for quarterly HPG plenary sessions and de-brief afterwards • Keeping all HPG members informed of any important developments, decisions, and recommendations from the core group • Supporting HPG Secretariat to implement its work plan and mobilize financial support for this • Work closely with HPG Secretariat and relevant MOH departments to ensure implementation of any formal agreement between MOH and partners.
HPG core group • The core group is constituted by ten permanent members as follows: • Five members from MOH and HPG Secretariat, with at least one member from ICD, one from DPF and one from HPG Secretariat • five DPs representing the following constituencies: UN, bilaterals (excluding EU members), EU group, multi-lateral development banks, INGOs. Foundations, where they wish to participate, will be represented by one of the other members. • The core group is chaired by the Director of ICD. Whenever the latter cannot attend, he/she will be replaced by the Deputy Director in charge of HPG.
HPG funding mechanism • Providing suggestions to better complete the organizational structure, functions, responsibilities, operating procedures, financial guarantee, necessary logistics for the effective and sustainable activities of the HPG aimed at enhancing international aid coordination, improving transparency and accountability, contributing to implementation of the five-year plan 2011-2015 of the health sector. • Develop recommendations on the working and funding mechanism and principles and etc in order to improve the HPG activities and subsequently support the implementation of the five year health plan • Develop the roadmap of the sustainable and effective funding mechanism and management for the HPG • Better improve the HPG Secretariat TOR base on the actual activities and situation and needs in the new context of national development
HPG funding mechanism (cont) Expected Outputs • Report and roadmap outline • Executive report and policy brief • Recommendation report proposes recommendations on completing organizational structure, functions, responsibilities, operating procedures to improve the performance of the HPG. • The full report of operating principles, term of reference for the HPG Secretariat, including the stable and sustainable funding mechanism, based on practice and need. List of interviewers, documents, and data which are examined and used • A roadmap (organizational structure with specific steps) to establish the funding mechanism for HPG • Supporting documents on the technical and financial management of the HPG
