CPEP - JAPC • Final plenary instance • Can modify proposals prepared by both types of working groups • Joint Working Group (level and reports) • Central Joint Working Group (points) • An ‘intermediary working group’ of the CPEP prepares every plenary session and if necessary written procedure(for ex on the Rules of Procedure)

CENTRAL Joint Working Groups 1 AD and 1 AST JWG Horizontally organised: By grades 3000+ appeals Of which 1200+ before the summer Dealing with points only • Appeals against points starting before the summer • Appeals against report, after JWG, JAPC, AA opinion etc finished: as of September 3 RP and 3 Admin Members plus a pool of ‘suppleants’
CENTRAL Joint Working Groups Each Central JWG will have to deal with almost all appeals in its category (except where highest number of points) Work starts early July, ends mid/end October Full SysPer access to entire category in COM for comparison purposes Final decision taken by AIPN (DG HR)
QUORUM requirements • Joint Working groups 2+2 • Central Working groups 3+3 • Suppleants may participate without vote
Preparation • Suppleants will need to be ready to step in sometimes at short notice • Therefore please follow the prep meetings, training efforts etc of CCP, material of your JWG or your Central WG EVEN IF SUPPLEANT!!! • A3 tables will help to provide overview • BUT: are by no means compulsory!!!
New Rules of Procedure • Following new Implementing Provisions: • For CPEP • For JWG and Central JWG • Prepared by CPEP group intermediaire • Broad agreement • Art 5 clearly states that JWG role is NOT limited to procedural verification!!!!! • Can be voted in written procedure by CPEP (2/3 majority requirement)
How to work • Prepare scrupulously – familiarise with SysPer • Read the appeals, job descriptions, objectives • Compare with others in the DG / the same grade • You are in a (structurally weak) negotiation situation • Only with excellent preparation you can obtain tangible results • Avoid discussing ‘the system’, but concentrate on the cases before you
Disagreement • Mark it under ‘minority positions’ in the form that will be handed out, and make sure it is in the PV. • Wording proposals are available for the most frequent and notorious cases • Give a clear opinion in the ‘comments’ section – don’t limit yourself to the ‘standard’ opinions
A few iron principles • Remember: • We only can deal with cases of colleagues who introduces an appeal, even if in the course of our work we detect other grave inconsistencies • When demanding the Appeal Assessor to eliminate an inconsistency (option « j » on the draft standard opinions); be clear in the comments • the appellant must not be worse off after the appeal than before – if DG reduces wording instead of increasing (for free, out of quota) performance level this would be the case!
Coordination CCP • Please organise yourself with prep meetings before meeting • Please keep CCP informed through coordinators AD and AST • In case of a major problem/disfunctioning of a working group please inform without delay the CCP
