Energy Efficiency and Conservation Block Grants The American Recovery and Reinvestment Act of 2009 (ARRA) appropriated $3.2 billion for the Energy Efficiency and Conservation Block Grant Program (EECBG) The program is administered by the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy .
Purpose of EECBG Funding • The EECBG provides grants to local, state, tribe and territorial governments to: • Reduce energy consumption • Reduce fossil fuel emissions • Increase energy efficiency in the transportation, building and other sectors • Spur economic growth • Create and or retain jobs
Types of EECBG Funding • Of the $3.2 Billion: • $2.8 Billion is formula grants • Direct grants from DOE to cities with a population over 35,000 or one of the ten most populous. Direct grants to counties with a population over 200,000 or one of the ten most populous • 28% of the funds go to states. At least 60% of those funds must be sub-granted to local government for communities and counties not receiving direct grants • $400 million in competitive grants - Criteria TBD
Eligible Activities • Eligible activities listed on the EECBG internet page: • Residential/commercial energy audits • Development of an energy efficiency/conservation strategy • Financial incentive programs • Grants for energy retrofits • Energy efficiency programs
