Legislation and political initiatives 2013-14 • The Ministry: Danish Agency for Higher Education …covers all HE institutions from 1stoct 2013 • Revision December 2013: Act on Academies of professional higher education and University colleges: The Binary system is confirmed with 2 types of Institution providing PHE: Academies and University Colleges Applied research is – on a small scale - funded and made an obligation for PHE. Closely related to PHE programs and the Business & Professional fields • Act on the Accreditation of Institutions of Higher Education June 2013 all HE institutions must be Accreditated from 2014-16 Equal conditions and criterias for Accreditationand qualityassurance • Expert Committee on Quality in Higher Education 2013-14 addressing The Systemic level, institutional level and educational level The increased intake particularly at universities Employability Professional Higher Education in Denmark

Main challenges and dilemmas for PHE… • PHE - Research and Knowledgebase: OECD FrascatiManual R&D versus innovation with stakeholders… Capacity building at all University Colleges …needs further funding Avoid risk of academic drift UC Knowledge: A portal for research and development activities in the University College sector based on a national Mode2-based quality assessment framework • PHE – Students ambiguity towards educational innovation…uneven motivation and participation among students… UC national didactical model for all professional education programs (Studieaktivitetsmodellen) neither individualized-university nor school-program culture • PHE: Academic alignment towards academic programs versus lifelong Learning / recognition of Prior Learning… ambiguity both at ministry, universities and UC Partnership models for in-service training covering PHE and organizational development in business and professional organizations Professional Higher Education in Denmark

Main challenges and dilemmas for PHE…continued • PHE: Institutional academic autonomy versus organizational learning through partnership with stakeholders. … Not all stakeholders are ready for deep partnerships local collaboration is stronger – regional and national collaboration is more uneven differences between business collaboration and public professional fields • Expert commission 1. report april2014: • Employability challenges academic bachelor programs…but not PHE • Suggests increased diversity in academic versus professional HE • Academic bachelors for labour market or further specialization or research • Reform of academic bachelor programs (180-> 240ects) towards professional bachelor! Limited admission to Candidate/master programs(120 –> 60 ects) But no explanation of differences between reformed academic bachelor and professional bachelor Professional Higher Education in Denmark
