Test Case - Spain Test case objective To train emergency planners and site managers from Tarragona, Spain, on emergency management tactics and co-ordination between involved internal and external parties.
Test Case - Spain Tarragona area and PLASEQTA Tarragona is a city located about 80 km Southeast of Barcelona. Nearby the city there is an industrial complex occupying an area of more than 1.200 Ha.
Test Case - Spain Tarragona area and PLASEQTA The complex is crossed by motorways and railways. A big number of companies are subject to Seveso II Directive requirements.
Test Case - Spain More than 30 companies are grouped in an Industrial Association (AEQT) that carries out many different activities including environmental and safety courses and campaigns. The PLASEQTA is an external emergency plan, managed by the Regional Civil Protection Service, to attend the consequences of serious chemical accidents in the Tarragona area.

Test Case - Spain Learning objectives • Improve tactical and co-ordination skills on emergency planners and managers. • To understand and comprehend the different links between the parties involved in the PLASEQTA. • To learn the responsibilities of each party. • Get familiar with the operation of the PLASEQTA . • The training will be focused in external emergency management issues rather than internal intervention aspects.
Test Case - Spain Methodology • Companies and public authorities will be invited through the AEQT. • Training will be held in classroom sessions. • The training will be divided in three phases:
Test Case - Spain Background information on emergency management Supported on multi-media material and other didactic material. Real-time simulations with the possibility of stopping the exercise. To review background information Non-stop real-time simulations Debriefing after the exercise
Test Case - Spain • Possibility of having multiple-view sessions (a number of trainees conducting the same exercise simultaneously but without interaction between them) will be studied and defined according with available resources at the time. • Training will be held in Spanish. • Emergency scenarios like toxic gas release, fire or chemicals spill are subject to be studied. • To avoid confidentiality issues, the companies will be considered as black boxes and transport accidents can be considered instead of an emergency in one specific industry. Methodology
Test Case - Spain Evaluation • Trainees will be evaluated throughout the duration of every one of the three training phases. Record of these tests will be kept in order to evaluate the trainee development. • This will help to give support to the student on those areas that the system or the tutor find that could be improved. • To pass from one phase to the next one, a final evaluation will be necessary to be passed.
