“Combining the systematic uncertainties in the primary spectrum and in pion production as if they were independent statistical uncertainties, we would therefore estimate an overall theoretical uncertainty of +- 20-25% in the energy range relevant for contained neutrino interactions and somewhat larger at higher energies.” (page 190, Gaisser and Honda, ANRPS) Take the largest uncertainties: uncertainty = ( 0.302 + 0.252 )1/2 = 39%
