  1. EDUCATION SOCIAL DIALOGUE CONFERENCE, 4 JUNE 2007 Presentation by Charles Nolda, Chairman of CEEP’s Social Affairs Committee.

CEEP • European voice for public services and enterprises • Dual role: a lobby organisation AND a cross-sectoral social partner • Members in most EU countries • Represented in network infrastructure organisations, in public services and in public administration • CEEP as observer in the ETUCE project

CEEP AS SOCIAL PARTNER • Speaks for the employers of 50 million workers in the cross-sectoral dialogue • Cannot act as a sectoral social partner • But works closely with sectoral employers in public services, eg HOSPEEM and CEMR and was a quasi-parent to HOSPEEM • Current social affairs agenda includes social partner negotiations, CEEP projects and responding to Commission consultations and communications

EDUCATION SOCIAL DIALOGUE • Education is a key strategic sector, affecting all parts of the labour market • No reason of principle not to have European social dialogue for Education • But the sector is very diverse with especially complex employment arrangements • That is why it is much easier to organise teacher unions than education employers!

  5. WHERE NEXT? • Good progress has been made in identifying the employers and bringing them together for this conference • Next step could be to explore together the possibility of creating an employers’ organisation affiliated to CEEP and European social dialogue with ETUCE • BUT this process is not an easy one! • More detail about how employers could progress together in this afternoon’s employers-only session

  6. FINALLY • CEEP believes strongly in European social dialogue both at cross-sectoral and sectoral levels • Our door is open to facilitate the next steps • But this will not be a quick process • Too much haste now could set back the progress already made • As the Romans used to say, FESTINA LENTE!
