2. IOM in brief Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.

3. IOM in brief (cont.) With166 member states, a further 8 states holding observer status andoffices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

4. IOM’s mandate IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. TheIOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

9. Key message Migration is inevitable, necessary and desirable – if well governed. Migration is inevitablebecause of, inter alia, demographic, economic and environmental factors. Migration is necessaryto meet labour demands and ensure the availability of skills and the vibrancy of economies and societies. Migration is desirablefor migrants and host populations alike – when governed humanely and fairly as a path to the realization of human potential.

Capacity Building Through Qualified Human Resources and Experts • The return and reinsertion of skilled and qualified nationals benefit national development or rehabilitation and reconstruction processes of developing countries, countries with economy in transition, or recovering from conflict situations. • Return and Reintegration of Qualified Nationals (RQN) and similar projects include recruitment, job placement, transport and limited employment support, and can help foster further returns.

LabourMigration Governments and migrants are increasingly turning to IOM for expert support and facilitation of regulated labour migration and direct assistance to the migrants. IOM’s purpose in labour migration is to facilitate the development of policies and programmes that can individually and mutually benefit the concerned governments, migrants and societies

Migrant Processing and Assistance • Assistance to facilitate migration under organized and regular migration schemes • Information and application, interview and approval, and post-approval III. Migrant Integration • Dissemination of information on rights and obligations of migrants and refugees in home and host countries • Provision of advisory services and counseling on services available to migrants • Reinforcement of skills that empower and enhance successful integration • Awareness raising activities in host countries to highlight migrants’ contributions and reduce the risks of discrimination and xenophobia

18. Areas of Activity. MigrationPolicy IOM provides information, advice and support to develop effective national, regional and global migration management policies and strategies. Dialogue and Inter-state Co-operation Regional Consultative Processes on Migration (RCPs) Informal groups made up of representatives of States in a given region, or like-minded States in one or more regions with common migration interests; international organizations; and in some cases, non-governmental organizations (NGOs).  These groups come together for informal and non-binding dialogue and information exchange.

19. IOM’s work in Moldova IOM Mission in Moldova opened in 2001, whereas Moldova officially became IOM Member State in 2003. IOM Moldova Mission acts with its partners in the international community within mainly the following four areas: Prevention & Protection Migration & Development Migration Management FacilitatedMigration In addition, IOM isinvolved in advancing theconfidence building measures in theTransnistrianRegion.

20. Areas of Activity in Moldova. Prevention & Protection • Support and expertise to institutional partners for counter-trafficking policy shaping, implementation and coordination; • Provision of assistance and protection to victims and potential victims of trafficking, including assistance for return, rehabilitation and reintegration, in coordination and cooperation with the National Referral System (NSR) for assistance and protection of victims and potential victims of trafficking; • Provision of technical assistance and expertise in building the capacities of law enforcement agencies in the field of investigation and prosecution of trafficking.

21. Areas of Activity in Moldova. Migration Management • Building capacity of relevant national actors to provide an effective state response to irregular migration challenges; • Developing policies for efficient migration management; • Strengthening communication and cooperation amongst key actors, operational and strategic cooperation on readmission, information exchange on routes and methods utilized by the organizers of irregular migration and transnational crimes; • Contributing to regional efforts of combatting irregular migration and trans-border crime.

22. Areas of Activity in Moldova. Migration & Development • Strengthening the capacity of the government and other stakeholders to effectively involve the Moldovan diaspora/migrants in development processes in their country of origin. • Enhancing the development impact of remittances; • Facilitating the return and reintegration of qualified nationals; • Assist returning migrants and their families, diaspora communities/associations, as well as children and elderly left behind due to migration; • Supporting Moldovan migrants entrepreneurs who are attempting to start or improve their business in Moldova.
