  4. Why Oil Palm ? Oil palm is the highest oil yielding perennial crop. Reduces dependence on import of edible oil Requires no marketing effort Provides regular and assured income to the farmer Less vulnerable to pests and disease Limits to further expansion of area under oilseed crops

  5. Potential for more than 1 million ha area coverage. Generates employment. Potential for several by-products.

  6. Constraints • High initial capital investment. • Demands continuous irrigation • Long gestation period (4-5 Years). • Shortage of quality planting material. • Short shelf life.

Oil Palm cultivation in India • Introduced as an ornamental plant in Kolkata (1886) • Commercial plantation at Thodupuza, Kerala in 40 Ha (1960) • Systematic plantation in Kerala in 1971 and Andaman & Nicobar islands in 1973 • OPIL est. 1977 • OPDP started 1992-93 under TMO • Under ISOPOM since 2004-05 • RKVY Support from 2011-12

Rationale for oil palm area expansion • India imports 65.00 lakh tonnes of Palm Oil per annum . • About 80% imported edible oil is Palm Oil • Heavy dependence on Indonesia and Malaysia for Palm Oil • Potential exists in India for 40-50 lakh tonnes of Palm oil from 10.36 lakh ha potential area.

  11. Has Oil Palm been Accepted by Farmers? • Yes, Oil Palm already an accepted crop under irrigated conditions. • Farmers getting 15 t/ha of FFB. • Highest yields of 40 t /ha of FFB in some fields.

Oil Palm Area Expansion (OPAE) under RKVY IN 2011-12 A special programme to bring 60,000 Hectare under Oil Palm Cultivation during the year 2011-12 OPAE will be implemented through State Govt- Deptt. of Agriculture/Horticulture Allocation under RKVY- Rs. 300.00 Crore. Eight states under OPAE: Andhra Pradesh, Chhattisgarh, Gujarat, Karnataka, Maharashtra, Mizoram, Orissa and Tamil Nadu.

  14. OPAE provides support for new critical interventions. Enhanced assistance vis a vis ISOPOM

Identified Components of OPAE Planting Material Cultivation Cost Drip Irrigation Diesel/Electric Pump Sets Support for intercropping INM/IPM/Fertigation & PP Chemicals/Tree Guards Construction of Vermi- Compost pits Bore wells /water harvesting/ Fertigation tanks Oil Palm processing units On going research by ICAR.

  20. Planting Material Requirement Planting material estimated@150 seedlings/ha. 143 seedlings are required for planting at 9X9m spacing.

  21. What needs to be done? • Assessment of availability of planting material • Import planting material, if required • Prepare Action Plan • Ensure early approval by SLSC • Release funds to the implementing Department

  22. Interventions not covered under OPAE may be covered under ISOPOM • Progress reports to be submitted monthly.

  23. Research Linkage • The Directorate of Oil Palm Research (DoPR), Pedavegi and other ICAR institutions will provide technical support to the programme • DoPR to assist in capacity building • The programme will be monitored by States, DoPR and DAC in association with SAU • DoPR will appoint technical personnel for monitoring • Rs.200.00 lakh to DoPR, ICAR under RKVY during 2011-12 .

  24. Important Issues for the States • The Annual Action Plan (AAP) of ISOPOM will be discussed in the Project Sanctioning Committee (PSC) Meetings on 18th & 25th April, 2011 • The Programme of PSC meeting has been informed to the States and uploaded on the website of DAC • States are requested to make presentation in the PSC meeting ……Contd

Important Issues for the States • The presentation of States to include following information; • Status of ISOPOM crops in their States (Area, Production, yield, irrigated area etc.) • Performance of State in 2010-11 (Separately for each crop: Oilseed/Maize/Oil Palm) • Financial Performance against AAPs during 2010-11 • Utilization Certificate for 2011-12 • Action Plan of the state for 2011-12 (Separately for each crop: Oilseed/Maize/Oil Palm)
