  3. The Safety of Life at Sea1st Version – 1914 (after Titanic Disaster)2nd Version – 19293Rd Version – 19484th Version – 1960However, 1974 version includes the tacit acceptance procedure- which provides an amendment shall enter into force.

  4. Main Objectives: – • The convention to specify minimum standards for the construction, equipment and operation of ships and their reliability towards safety. • Flag States are responsible for ensuring that ships under their flag comply with its requirements. • A number of certificates are prescribed in the convention as a proof of compliance. • Contracting government to inspect ships of other contracting states, if there are clear grounds for believing that the ship and its equipment do not comply with the requirements of their convention.

The Current SOLAS CONVENTION -12 Chapters. • Chapter I – General provision • Chapter II-1 Deals with Construction- Subdivision and stability, machinery, and electrical installations • Chapter II-2 Deals with Fire Protection, fire detection and fire extinction • Chapter III Deals with Life- Saving appliance and arrangemnets • Chapter IV Deals with Radio communications • Chapter V Deals with Safety of Navigation • Chapter VI Deals with Carriage of Cargoes • Chapter VII Deals with Carriage of dangerous goods

LATEST INCLUSIONS: • Chapter VIII Deals with Nuclear ships • Chapter IX- Deals with Management for the safe operation of ships • Chapter X Deals with Safety measures for high speed craft • Chapter XI-1 Deals with Special measures to enhance maritime safety • Chapter XI-2 Deals with Special measures to enhance maritime security • Chapter XII Deals with Additional safety measures for bulk carriers • Chapter 13- Verification of compliance ( mandatory from 1 January 2016) • Chapter 14- Safety measures for ships operating in polar water (From 1 January 2017)

  9. Search and Rescuethe 1979 Convention(Hamburg), No matter where an accident occurs, the rescue of persons ins distress at sea will be co-ordinated by SAR organization

  10. The technical requirements of the SAR Convention are contained in an Annex- Divided into five Chapters

Following the 1979 SAR Convention, IMO divided the world’s oceans into 13 search and rescue areas. • Chapter 1 – Terms and Definitions • Chapter 2 – Organization and Co-ordination • Chapter 3 – Co-operation between states • Chapter 4 – Operating procedures • Chapter 5 – Ship reporting systems

The 1974 INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEA (SOLAS CONVENTION) Obliges the ‘master of a ship at sea which is in a position to be able to provide assistance, on receiving information2 from any source that persons are in distress at sea, … to proceed with all speed to their assistance, if possible informing them or the search and rescue service that the ship is doing so’ (SOLAS regulation V/33.1). The SOLAS CONVENTION requires each State Party to ensure that necessary arrangements are made for distress communication and co-ordination in their area of responsibility and for the rescue of persons in distress at sea around its coasts. These arrangements shall include the establishment, operation and of such search and rescue facilities as are deemed practicable and necessary …’ (SOLAS regulation V/7).
