Analysis Fundamentals: What is Analysis? MFMP Buyer 3.0 Upgrade Timeline • Buyer upgrade planning & assessment has started • Features & functionality of MFMP 3.0 coming Fall 2010 • Development will start this month with a "code freeze" • We will not make changes to the current system beginning late Fall 2010 • System testing will begin in the Spring 2011 • User acceptance testing (UAT) and training activities will take place Summer 2011 • Go-live is currently targeted for early September 2011

Vendor Bid System (VBS)/SPURSView Upgrade • We divided this Upgrade into four releases: • Release One: Buyer design team will review prior to implementation. • Release One will be implemented Fall 2010 • VBS/SPURSView enhancements include: • Updating search filters in both VBS and SPURSView • Update the look and feel to be similar to the Vendor Information Portal (VIP) • Ability to create a ‘master advertisement’ that you can post to in stages rather than creating many separate advertisements for the same solicitation • http://dms.MyFlorida.com/mfmp_upgrades

Analysis 3.0 Overview What’s new and improved in Analysis 3.0? • Addition of FLAIR encumbrance and payment data • Additional accounting information for purchase orders and invoice reconciliations • Improved contract data • Improved invoice data • Improved visibility to “green” spend • Additional VIP vendor data • Updated Dashboard and report scheduling • Enhanced system reports (“pre-packaged reports”)
Analysis 3.0 Overview What’s new and improved in Analysis 3.0? • In addition to creating your own analytical reports, Analysis 3.0 is enhanced to include a set of ‘Prepackaged Reports’ to assist as a starting point for customizing your agency reports! New reports include: • Contract Count • FLAIR Encumbrance • FLAIR Payments • Invoice Count and Spend • Invoice Reconciliation Cycle Time • Master Agreement Request Cycle Time • PO Count and Spend • Requisition Cycle Time • Vendor Count

Wrap-Up Vendor Clean-up Activity • DFS will require a new W-9 on file for all vendors by late 2011. • The W-9 project will be requiring all vendors to submit a new W-9 in order to be eligible to conduct business with the state. • All MFMP vendors with no activity will be deleted beginning November 2010. • To reduce the workload, MFMP will review all vendors for activity to determine if they have had business with Florida in the past two fiscal years. • To be deleted from MFMP the vendor will have to meet four criteria over the past two fiscal years: (1) They will have to have had no POs in MFMP ; (2) No payments in FLAIR; (3) Not accessed their VIP account; and (4) No bids in Sourcing. • Vendors can re-register at any time. • If a vendor is deleted and does want to do business with the state, they can re-register at any time in VIP in a matter of a few minutes.
