Commitment on Confidence • EU-regulation (EU) 2015/759 for Europeanstatistics • Swedish government bill 2017 – measures: 2013: Qualitycriteria for EuropeanStatistics in the Swedish StatisticsAct. (Statistics Sweden to issueexecutionalregulations) 2016: OrdinanceappointsStatistics Sweden as NSI and strengthens the Council for OfficialStatistics for support. 2016: Amendmentin StatisticsOrdinance on evaluationofqualityofofficialstatisticsfor all national authoritiesresponsible for officialstatistics. Statistics Sweden to issueexecutionalregulations and submitanalysis to the government. • Sufficientmeasures at present to maintainconfidence in statistics, butdevelopmentswill be followed. Note: In principle, mostEuropeanstatisticsareclassified in Sweden as officialstatisticsbut not all officialstatistics in Sweden areEuropeanstatistics.
StatisticsSweden’sexecutionalregulationsfor officialstatistics, 2016-2017 SCB-FS 2016:17 – an updated quality concept which shall be used to describe the development, production and dissemination of official statistics. SCB-FS 2016:27 – amended by SCB-FS 2002:16 with an updated quality declaration/report template to accompany all official statistics and to be released simultaneously with the release of official statistics. SCB-FS 2017:8 – an annual self-evaluation form to assess the quality of official statistics which national authorities are obliged to use. Conclusions: self-evaluationsofqualityofofficialstatistics • A useful tool for compliance to ES CoP • A constructive device for continuous improvements • Raised quality awareness with NSI and ONAs of the importance of quality issues in statistics • Need to have ongoing discussions among NSI and ONAs on how to meet user needs • Need to think more in terms of needs within statistical areas rather than just statistical products • Need to fine-tune the questionnaire • Need to fine-tune the analysis to the government
