IG Training Improvements • Completed 2012 IG College • Planning for 2014 IG College • Staff obtained college accreditation for IG College (3 Upper Division Semester Units) • CAP/IG Completed USAF IIGTC • New Annual Re-currency Training Requirement
IG Training Improvements • Basic IG Course Modules Migrated to LMS from Blackboard • Continuous Review and Update of IG Senior Course • Developing procedures to deliver via LMS in the event sequester limits travel funds to present seminars
IG Investigations Revised/Streamlined Processes Resulting in Significant Reduction in Open Cases and Average Number of Days Cases Remain Open
IG Investigations • Complaints Now Accepted from All Sources • CAP Senior Official Redefined as all CAP Colonels and Above • Complaint Findings Renamed “Substantiated” and “Not Substantiated” • Reemphasized Chain of Command is Appointing Authority
IG Investigations • Mandated use of Electronic Case Information Management (ECIM) System to Provide CAP/IG Region IGs and CAP-USAF/IG with Better Visibility and Ability to Manage Investigations • Enables Better Mentoring of IGs • Revision of the Investigating Officers’ Guide is Complete and Currently in the Review Process
IG Inspections • Completed 3rd CI Cycle in Early 2013 • Started 4th CI Cycle in February 2013 with AZ Wing CI • AZ Wing set the bar high, attaining an overall OUTSTANDING • 4th Cycle Returns to a Five-Tier Grading System
IG Inspections • Budgetary Challenges Required “Rework” of CI Processes • Tested process end of 3rd Cycle • Continue to be refined in 4th Cycle • Positive feedback from CAP and USAF inspectors and the field • Field advises the new process is “easier, less hectic and more cordial.”
IG Inspections • CI Guide revision is being finalized • Please note it will require continuous revision as policy changes • Wings should always ensure they are operating in compliance with the guiding regulation and not the CI Guide should there be a difference between them
IG Inspections • Inspection “Findings” are now “Discrepancies” – Consistent with USAF • Working to Improve Turnaround Time for CI Discrepancy Logs • Automated CI/SUI Discrepancy Log is in Beta Test Phase
