Performance Management • Not just an issue about WIA performance measures • In the daisy, you must depend on the performance of other systems that do not have corresponding performance measures
Performance Issues • Performance measurement is highly variable, principally affected by how goals are set. • Undue focus on assessment instrument – so that you can manipulate system to yield small gains.
Why build system for P/m? • Data used to determine goal attainment for the program as a whole will not be available timely, and cannot be used to manage day to day program goals • That is done through C/M • Need to set clear goals for all partners through the C/M process
Oversight of the system • Need more than just WIA performance measures • Assess aspects of youth development • Assess progress toward building a system • Provide feedback to partners • Need broader measures – attendance, grades, lowered dropout rates, completion of ISS service, C/M ratio
Best practices for program management • C/M as mentor • High level of support • Heavy follow-up (i.e., post-placement support) • MIS by outcomes (goals for each C/m)—I.E., 80% graduation rate; goals tied to performance evaluation
