  2. Policy Papers • Due a week from Thursday • 4 pages (be concise); double spaced • Identify an important problem • Propose and defend a policy derived from IR theory • Well argued, logical defense of a policy • NOT a polemic!!! • Be persuasive!!! • Examples???

  3. Counterfactuals • Democratic peace examples • Causality arguments imply counterfactuals • If a dictator took over Canada, would the US militarize and/or worry about Canada? • If Iraq becomes a democracy, will Israeli-Iraqi relations get better?

  4. Economic Interdependence • Why do states trade? Comparative advantage. • Kant argued that commerce does not exist side by side with war. Hurting you is hurting me • But neorealism pointed out some good reasons why cooperation (and trade requires cooperation) is difficult. How can states cooperate economically?

  5. International Institutions • What is an intergovernmental organization? • How IGOs lead to peace: • Coercing norm-breakers. Overcomes collective action problems with punishment • Mediate conflict among parties. Impartiality=legitimacy • Transparency. Reduce uncertainty and relay information

  6. Realist Response • Crude critique: • International institutions are irrelevant. Interdependence has no effect • Security trumps all else • Waltz points out that there was very high interdependence before WWI • Sophisticated critique: • International institutions and trade are set up to benefit the more powerful countries • LDCs and infant industries can be disadvantaged

  7. Your Task • Come up with a research design to test your group’s particular aspect of liberalism • The “data bank” is open • How will you differentiate between the effect of democracy, trade, and international institutions?
