UN advantages • UN norms-setting around social protection; • Advocacy role on social issues; • Institutional memory, track record and credibility; • Co-chairmanship with MLSPF of the social protection sector coordination council; • Good cooperation and partnership with local actors; • Ability to link work at the local level with policy level; • Evidence-based policy making; • Field and international expertise.
UN disadvantages • Insufficient influence on other internat. actors; • Limited financial capacity; • Access to/freedom of action in Transnistria; • Capacity substitution vs. capacity development; • Limited progress in supporting civil society to be a more vocal, analytical and visible interlocutor in social protection.
Opportunities • Reforms opportunity for local and central authorities (more efficient use of funds); • New development partners; • EU integration processes; • Open-minded and reforms-oriented Government; • Functioning NGO alliances; • NGOs' growing capacity to monitor and influence social protection issues; • MD/TN Working Group on Social Protection and Humanitarian Aid.
