MPAT TE-8 Overview • Host : US Pacific Command (USPACOM) J7 • Sponsor: USPACOM • Dates: 22-29 July 2005 • Venue: Camp H.M. Smith, Honolulu, Hawaii, USA • Focus: multinational information sharing workshop focused on (1) coalition peace operations and humanitarian assistance / disaster relief planning & (2) transition planning to a UN peacekeeping mission • Goals: (1) Increase multinational interoperability, efficiency, unity of effort & speed of response; (2) improve coalition to UN transition capabilityas a prequel to Global Peace Operations Initiative (GPOI) Capstone Event in August 2006 • Audience: • MPAT Military Planners • UN, International Organizations (IOs), Non-governmental Organizations (NGOs)
MPAT TE-8 Overview Scenario: • UN mandated coalition peace operations with significant Humanitarian Assistance / Disaster Relief (HA/DR) operations requirements and transition planning from a multinational CTF to a UNPKF • Review of Lessons Learned with UN / IOs / NGOs from the Indian Ocean Tsunami Relief effort
MPAT TE-8 Overview TE-8 will be conducted in three phases: Phase I - Academic Instruction • Coalition Crisis Action Planning • UN Mission Planning • UN agency / IO / NGO Information Briefs Phase II – Coalition Peace Operations • Practical Crisis Action Planning • HA/DR Planning and Coordination Phase III – UN Peacekeeping Transition Planning • Practical Transition Planning (CTF to UNPKF) • MNF SOP Ch C-5 Annex F (Transition) Review
MPAT TE-8 Overview Phases II & III will each be conducted in two “tracks” (or groups)
MPAT TE-8 Intent Intent for TE 8 is to: • Support MPAT Program Goals of Improving Multinational: - Speed of Response - Interoperability - Efficiency - Unity of Effort • Improve MNF to UN coordination processes • Improve Civil-Military Coordination processes Bottom line: TE-8 will be a “Staff Planning Workshop” addressing the issues of multinational, UN / IO / NGO, and Interagency Coordination
TE-8 Phase I Goals & Objectives Academic Phase Goals / Objectives: • Legal authorities for the conduct of peace operations - UN - Coalition • Legal Authorities for the conduct of HA/DR Operations • Coalition Crisis Action Planning - Knowledge of the international response system - MPAT and MNF SOP • Transition planning and end state identification - Performance metrics - Coordination mechanisms - Reporting • UN Mission Planning - Knowledge of UN training guidelines - Familiarity with the Integrated Mission Planning Process (IMPP) (incorporating Principles, Variables, and Political-Military Planning of PO) - Force Generation - Key UN Planning Documents • UN Agency / IO / NGO / Information Briefs - Roles and functions of UN Agencies and Humanitarian Community
TE-8 Phase II Goals & Objectives CTF Peace OPS Phase Goals / Objectives • Practice CTF HQ procedures contained in MNF SOP & conduct crisis action planning • Understand the role of the military in UN mandated Peace Operations • Recognize the different Peace Operations Variables (impartiality, consent, and force) and their use in PEO vs. PKO • Integrate the principles of peace operations (e.g., Unity of effort, restraint et al…) into the CTF courses of action • Appropriate political military planning (e.g., diplomatic tasks, humanitarian assistance tasks, public security/law and order et al…) is integrated into the CTF courses of action
TE-8 Phase II Goals & Objectives Practice / develop key concepts that evolved during Operation Unified Assistance and Indian Ocean Tsunami Disaster Relief Workshop in regards to coordinating with the UN, UN Agencies, and the Humanitarian Community: • Develop / practice the appropriate mechanism(s) and procedures to maximize unity of effort among military players when there is no overarching explicitly organized coalition at the operational level • Develop / practice the appropriate mecahnism(s) to provide interface for humanitarian community at the operational level • Determine best way to integrate humanitarian assessment requirements into MNF requirements / tasks • Plan for the appropriate “engagement” and “disengagement” of various militaries efforts that are supporting the affected government and regional/international relief agencies
TE-8 Phase III Goals & Objectives Transition Planning Phase Goals / Objectives • Integration of UN DPKO and/or UNPKF planners into CTF transition planning • Increase knowledge of UN planning (IMPP, Force generation, etc.) • Plan operational tasks for mission hand-off • Coordination with Humanitarian Community for CTF transition planning • Develop Measures of Effectiveness (MOEs) for transition to UNPKF • Other CTF transition activities, e.g., plan for Reception, Staging, Onward Movement, and Integration of the UNPKF while possibly simultaneously or incrementally redeploying CTF forces • Determine CTF support to UNPKF, if required
TE-8 Phase III Goals & Objectives Other: • Refine requirements for collaboration tools and network / computer-based information management systems • Provide input to harmonize the MNF SOP with the UN SOP and the UN Integrated Mission Planning Process (IMPP) for UNPKF missions • Build MPAT cadre teamwork (personal & professional relationships) • Improve multinational interoperability and cooperation through continued habitual relationships
TE-8 Scenario • Robust issues require CTF to conduct PO as well as actual HA / DR and support to HA/DR missions - Multinational Force (MNF) consists of participating MPAT Nations - Confusion / duplication / omission of critical information needed for HA/DR operations (lack of adequate and timely assessments) • Need for a coordination mechanism to interact with multinational partners and humanitarian community to deconflict CTF operations • Large humanitarian community need for security, transportation, information • Demands for proper humanitarian assistance/support transition / disengagement plan • Plan to transition to follow-on UNPKF • Utilize web based tools
