It is clear that the citizens were misinformed on the severity of the hurricane, and it would have been beneficial if city officials had created mandatory evacuation. Perhaps thousands of lives would have been saved. The hurricane misplaced many families; moreover, President Bush sent About 200,000 of the Katrina victims to Houston for shelter. The rest of them took shelter in the Louisiana Superdome, San Antonio, Dallas, and northern states (Caruso 45).
