Guiding Principles • “We’ve got to think of the child and not of protecting turf.” USDOE. • Missions of Title III and RF compliment each other. • Academic success depends on learning to read well. • Full reading proficiency implies strong language skills. • There needs to be ‘protected’ instruction in each area. • Consistent, congruent and comprehensive instruction is optimal.
