Objectives To enable the UK Fire Service to provide an effective response to large scale-incidents of the magnitude of the attack on the World Trade Centre on September 11 2001. • Preparedness for the full range of scenarios through which terrorist activity is envisaged to occur. • A cohesive and robust mutual aid network including strategic communications. • A credible mass decontamination capability. • Effective urban search and rescue capabilities.
