  2. Introduction Definition: The discipline of distributing urban or suburban functions spatially, in terms of activity patterns of people in the physical setting. The Zion has been planned taking into account all the principles of town planning to give it a unique design. But first, lets have a look into the urban or suburban functions: • housing • transportation • open space and recreation • public and human services • conservation of environmental and heritage resources • and many more… In short…Town Planning is… THE RATIONAL MANAGEMENT OF CHANGE!!!

Principles of town planning Before we start with our city plan…there’s something we want to tell you…Town/City Planning is not that easy as it looks like…there are some principles to be followed… • Zoning While it is rare that cities are planned from scratch, zoning is important in managing the growth of cities, to manage the uses of land and the pace of development. Principles of town planning • Landscapes and Aesthetics Successful urban planning considers character, of "home" and "sense of place", local identity, respect for natural, artistic and historic heritage, an understanding of the "urban grain" or "townscape," pedestrians and other modes of traffic, utilities and natural hazards, such as flood zones. The basic aspect to be looked upon here is that there should be least monotonicity as is there in the best planned cities like Chandigarh, Greater Noida, etc. The different playgrounds provided at different locations are • Passive type recreation or parks • Active type recreation or playgrounds • Technology • The Zion uses the latest technologies in almost every aspect of town planning known to mankind. The city has the most advanced structures, including a sky city soaring up to a magnificent 250 storeys and 1000 m tall.

Principles of town planning • The city’s transportation system also has a computer simulated traffic monitoring system including sensors underground to detect density of traffic on the roads. • The parking facilities accounts for a computerized parking aid for multistorey parkings. • Also Zion has Wi-Fi internet connectivity throughout the city. • Safety The dangers of floods and storm surges can be localised by making the affected regions into parkland or Greenbelt, often with the added benefit of open space provision. The Zion has been designed in such a way that extreme weather, flood, or other emergencies are mitigated with secure emergency evacuation routes and emergency operations centres. These are • relatively inexpensive and unintrusive • reasonable precaution for any urban space. The city also has planned, built safety features, such as levees, retaining walls, and shelters. The city has its own Defence region on the outskirts.

Principles of town planning • Economics The economical justification can be given on the basis of the various economic activities going on in the city: • Agriculture The farms • Aquaculture The Delta region • Trade and commerce Railways,Airways,Waterways • Industries: Manufacturing Miscellaneous Special industries-1°,2°,3°,4° • Taxes Sales,service and value addition • Tourism Central Tourist Park • Future Expansion The city is planned keeping in mind the future growth of population and the gross annual income of the city. The construction is done in stages. According to the theory of Right of Land- The land acquired is very large but the built up land is lesser due to paucity of funds. A specific amount of land is kept reserved for future construction and habitation.

  7. Tour of the City Zone I Features: This zone consists of the Mountains, the residential and commercial areas there, a lake on the foothills and the Cantonment region. Size: 55.5 km2 (21% highlands as required) Population: 85000 (8.5% of 10 lac) Density: 1500 per km2 • Justification: • Location: • The location of the highlands is set arbitrarily to give the city sufficient space for construction. • The lake is situated near the foothills as a tourist spot and recreational(boating) area. • The Cantonment area is necessary for the protection of the city. Its situation on the outskirts is idealistic. • Size: • The size of this zone depends of the extent of the required mountainous region and the lake area(8 km2) and the cantt(12 km2). • Population: • The population is distributed as the density of hilly regions is far less than that of the urbanized regions.

Tour of the City Zone I Fulfillment of principles: Landscaping: • The landscape of the mountains is naturally pleasant and thriving with lush green environment. • Zone I also has a lake which is a scenic view. Safety: • The mountains act as a natural barrier to the main city • The defence is a major part of the security of the whole city • Economics: • The economy from the hilly regions is based mainly on the vegetation grown using terrace farming methods. • The hill stations serve as major tourist spots. • The Lake provides an important recreational and tourism centre • Future expansion: • There is a huge chunk of waste land provided on the eastern side of the Zone I to allow for future expansion. • The uninhabited area on the mountains gives way for future construction.

Tour of the City Zone II Features: This zone consists of the big residential and commercial areas alongwith the rivers running through its southern and eastern sides, including the green area in between. Size: 18 km2 Population: 150000 (15% of 10 lac) Density: 10000 per km2 • Justification: • Location: • The zone is situated away from the main city to contain the less active part of the population i.e. the Non working old and the single working since their requirements are not as “urban demanding” as the other half’s does. • It contains old age homes for the senior citizens which have to be situated away from the pollution and traffic of the main city. • Size: • The zone has only row housing scheme for residential purposes so the horizontal extent is very large. • Population: • The zone consists of the mostly the richer half of the single or senior people which account for only a part of the population.

Tour of the City Zone II Fulfillment of principles: Landscaping: • The landscaping in this zone is contributed by the green area around it, the central park in the middle and the rivers alongside. • The zone has been distributed into various sectors. • The market and showrooms are so located that each sector has easy access to at least 2 of the commercial zones via the road network. • Safety: • The safety of this zone is ensured by the closeness of the defence area and the river barriers from the city. • The Underground Metro System is a secure medium of connecting this zone to the other ones. • Technology: • The metro system and the Wi-Fi connectivity shows the advanced technology being utilized. • Economics: • The economy of the zone depends mainly on the commercial activities in the relevant areas. • Future Expansion: • The wasteland covered with trees on all four sides allow for future expansion.

Tour of the City Zone III Features: This zone contains the major water body till the legal extents of the boundary, and the 2 symmetrical residential and commercial areas, part of the river indicated and the delta in the south. Size: 33 km2 (remaining of the total water 18% and the computed residential area 7 km2) Population: 105000 (10.5% of 10 lac) Density: 15000 per km2 • Justification: • Location: • The zone contains the major chunk of the water body on the eastern end which accounts for the country’s waterways. • The residential areas are located along the shore on the two sides of zone V to provide the metropolitan area to be attached to the sea. • The delta is naturally located where the rivers drains into the sea. • The symmetry of the 2 residential areas account for uniform distribution and the aesthetics of the zone. • Size: • The zone takes the major portion of the water as required for the planning. • The residential and commercial areas though more densely populated than zone II are still extended more horizontally than vertically.

  12. Tour of the City Zone III Population: • The high population of the zone accounts for the closeness to the sea shore and the Metropolitan zone. Fulfillment of principles: Landscaping: • The landscape of this zone is contributed by the natural sea factor and the symmetry of the residential areas and • the commercial or market areas within. • The green belting provided against the industrial wastes and pollution from the neighbouring industrial area also adds to the greenery. • Safety: • The safety of this zone is attributed to the green belting from all sides that protect the environmental conditions. • Tidal barrages are built along the shore line where water level is relatively high. • The police checkposts keep a constant check on any kind of intrusion/invasion via sea. • Technology: • In addition to the factors of the above zone, the maintenance including de-siltation of huge ports and harbors is done by latest techniques.

Tour of the City Zone III Economics: • The economics of the area accounts for the trade and commerce at the ports and the employment because of the same. • The zone also includes an exclusive aquaculture and fishing region along the delta. • The beaches act as big tourist spots for home and international tourists. • Future Expansion: • A major chunk of land is un-inhabited and currently under forest cover as indicated in the map. • The land between the sea and the residential areas is also vacant at present.

  14. Tour of the City Zone IV Features: This zone is dedicated mostly to the administrative area(High Court, Secretariat, Municipal Corp. Building, Police Headquarters), then the major educational area of the city(main university), and the various types of other government and public buildings like solar energy complex, Information Technology Institute(ITI), City Hospital and Govt. Medical College, Inter State Bus Terminus(ISBT), etc. • Size: 6.12 km2 • Population: 30000 (including only the resident population, 3% of 10 lac) • Density: 5000 per km2 • Justification: • Location: • The location of the zone is very selectively taken on the northern region • of the city. • This region is a highly secure area where trespassing should be minimum, which is why the Administrative buildings are set on the northern part of the zone. • Size: • The size of this zone should be more than the population residing there, as the administrative and the industrial information technology demands more land.

Tour of the City Zone IV Population: • The population belonging to this zone consists mainly of the technical and non technical staff working in these complexes. • Since the population of this zone is limited, so there is no need of large commercial areas, which can be built within. • Fulfillment of principles: • Landscaping: • The landscaping of zone IV is attributed to the lake which is adjacent to this zone. • The buildings like the solar energy complex and the ITI also have a lush green campus area. • Technology: • The technology in this sector is in majority governed by the ITI complex also containing the Advanced Technology Institute. • The other factors are the same as everywhere, i.e. metro, Wi-Fi, etc. • Safety: • The safety is based on the security forces installed in the area by the government, for the safety of its own building and the lifeline of the city i.e. the city hospital. • The natural safety is provided by the mountains on the northern side of the region.

Tour of the City Zone IV Economics: • This zone is the revenue collection zone of the city, so no doubts on the amount of revenue generated at any time of the year. • The Hospital also adds to the income of the government. • Future Expansion: • Since this zone does not demand any major future expansions as large amount of area has already been provided, not much wasteland is required. • But then, in case of emergency shifting, some area has been reserved for this zone between the foothills and this zone.

  17. Tour of the City Zone V Features: This zone is the heart of the city. The metropolitan zone-having huge skyscrapers and having a star and circular pattern. The zone has a core circular area which consists of one huge tower called the SKY CITY. The skycity consists of huge units consisting of residential apartments and corresponding commercial areas. Size: 20 km2 • Population: 550000 (55% o 10 lac) • Density: 22500 per km2 • Justification: • Location : • The location of the zone is deliberately put in the heart of the city for access from each and every area of the city by minimum distance travel from every corner of the city. • The core area is centrally located in the zone which has the major structure exclusive of this city. • The area extends upto the sea shore to provide for the residential population. • The right half of the area which is to the east of the Expressway as shown, consists mainly of the residential houses built for the rich people since they lie in the urban area as well as the near the sea shore. • The extreme right end consists mainly of the commercial complexes like malls, 6-7 star hotels and other tourist spot including the beaches and seaside inns.

Tour of the City Zone V Size: • The size of the zone was computed according to the requirements of high population density and the hugeness of the core area of every city. • The size of the zone influences the number of skyscrapers in the metropolitan area. • The size required also complies with the minimum green areas for the size. • Population: • The population of the zone is extremely high which is why there is a necessity of building the skyscrapers. • The skycity has a great amount of residents and since it expands vertically, the density of the zone is very high. • Fulfillment of principles: • Landscaping: • The aesthetics of the zone is totally urban, there may not be any natural scenic beauty but the lush green spaces are provided in the form of a very well planned design. • The landscapes of whole zone are also attributed to the commercial and tourist area in the right half of the city. • The green areas are also provided in the skycity which are there in between the huge units of apartments and market complexes.

Tour of the City Zone V Technology: • The zone V is a very high tech zone consisting of a whole computerised SKYCITY in the center. • The technology provided is knowledgable to everyone which again consists of metros • The metropolitan area also consist of the gas pipelines i.e. the natural gas used for domestic purposes like cooking are supplied by an advanced and secure piping system. • The basic amenities provided like hospitals and fire hydrants also speak of the technology used in this zone. • Safety: • The safety of the urban zone is the most important consideration above all, mainly safety against fire, earthquakes, and other natural calmaities. • The skycity is a very well designed earthquake resistant structure. Since it was not possible to build an isolated footing for this huge structure which would have gone down to a huge depth, therefore, many friction piles are used to grip the structure from underneath. • The other towers are constructed on the same lines but on small scale. • Economics: • The economics of the zone is basically only based on the commercial activities on in the zone, including the skycity. • The right half of this zone which consists of places of tourist interest.

  20. Tour of the City Zone V • The revenue earned is much greater than the amount spent on the maintenance and operation of the zone which is why the planning is so successful. Future expansion: • The future expansion of this zone is very unpredictable, as is the case in countries like Japan. • Still the wasteland reserved for the future expansion is sufficient according to the norms of town planning of a highly urbanized area.

Tour of the City Zone VI Features: The zone six is the industrial area which consists of all kinds of manufacturing and servicing industries and the area Size: 10 km2 Population: 75000 (only resident population) Density: 7500 per km2 • Justification: • Location: • The location of the industrial area is justified on the grounds of conservation of environment which implies it should be on the outskirts of the city. • Size: • The size of industrial area is computed in accordance to the economical need of the city and the unemployed fraction of the total population. • Population: • The population of the industrial area is only including the working labour of the industries situated in the area.

Tour of the City Zone VI Fulfillment of principles: Technology: • The technology used is only related to the safety of the industries • Rest is dependent on the industries itself, depending on their capital. • Safety: • Safety of the zone is dependent on the fire hydrants available and the reliability of the power systems. • Economy: • Being the major economic area of the city, the industrial area accounts for more then 50% of the revenue share of the economic activities of the city. • The major amount of the gross turnover is also spent back as investment. • The industries are divided into various categories as mentioned earlier. • Future Expansion: • Sufficient area is reserved for any future expansion as indicated in the sheet as wasteland.

  23. Tour of the City Zone VII Features: :The area is an agricultural area which consists of the primary agricultural activities, and the labor residing there. Size: 8.65 km2 Population: 10000 Density: 1150 per km2 • Justification: • Location: • The location of the agricultural area demands sufficient water resources and water table which requires it to be near a water body. • It should also be away from the urban traffic and other industrial activities. • Size: • The size of the agricultural land depends only on the land available near the city for easy access to the urban market. • Population: • The population of the agricultural zone is very less since most of the land is covered by farms and plantations.

  24. Tour of the City Zone VII Fulfillment of principles: Landscaping: • The landscape and aesthetics are totally structured or built up because initially the land was cleared for cultivation. Technology: • The only technology used in the agriculture is updated agricultural implements, use of pesticides and fertilizers, and proper channels of water canals for irrigation. • Safety: • Safety would never be major or very serious problem where agriculture is concerned. • Again the question is on provision of fire hydrants, which have been sufficiently made available throughout Zion. • Economics: • The revenue collected from agricultural activities is much less than that of agriculture but since these agricultural areas are very near to the city, the transportation cost is reduced to a large extent. • The amount invested on the latest techniques is appreciable, but the returns are equally good. • Future Expansion: • The waste land against reservation for agriculture is sufficient as shown, currently covered by forests.

  25. Tour of the City Zone VIII Features: The Zone VIII is the green area + airport + Railway station The green area consists of a huge Central Park, a mini zoo, a a golf course, a monumental tower and a theme park. Size:5.3 km2 Population: 0 Density: NA • The only justification of the green area is on the location which is that it should act as : • Leisure and Recreation place • Barrier between Urban and Industrial area • Tourist Spot • Fulfillment of principles: • Landscaping: • Any doubts??? • Safety: • The safety consideration is only against the wildlife which is in variety which is a common pre-caution for every urban city with a centralised park .For this, the authorities concerned must have a security force and an emergency backup.

  26. Conclusion So here we come to the end of the our presentation of our Topographic Map of our City with its Justifications. Zion is not a hypothetical city, if technology and topography works out well, this kind of a city is not impossible in the near future. Thus, town planning is nothing but THE RATIONAL MANAGEMENT OF CHANGE!
