  8. Navy Enterprise Model Getting out of the “stovepipes” of commands and communities; cost is too high the way we now do business. It is not about operations. Strategic management of the command’s assets, that is, people, funds, things (e.g., computers, chairs, pens, etc.), and processes. Using a common behavior approach. NNWC is the Type Commander of the Navy’s Network Warfare FORCEnet Enterprise (NNFE). We have providers and enablers like BUMED, SPAWAR, etc. We have resource sponsors, such as, OPNAV. Need to have transparency across the enterprise with such things as: processes, strategy, metrics & targets, decision-making, and people & culture. Right Forces/Right Mission/Right Time 8

PRIORITIES AND STRATEGIC OBJECTIVES Develop a strategy to defend our National interests in the Middle East Reset, Reconstitute and Revitalize our Armed Forces Improve the capabilities of our Reserve Component as it continues to become a more relevant contributor to the operational joint force. NNFE Domains • NET OPS –  Provides Fleet and Shore communications, Network Engineering support, Information Assurance, and Computer Network Defense capabilities to Fleet, shore and joint activities.  • SPACE – Provides unique expertise and project support toward the operational employment of national space systems capabilities resulting in tactically relevant information to Naval, Joint and Coalition operations.   • IO – Provides support to fleet and joint IO mission areas that include Network Warfare, Global Strike and Integration, and Global Network Operations in direct support of Joint Force Commanders. • SIGINT – Providing capability and focused Information Operations, that include SIGINT related functions, through a virtually distributed workforce to National, Fleet and Joint customers

  21. Reserve Linguists Capabilities 172 Primary Languages DLPT Scores • 172 linguists with primary language (up from 155 in APR 08!) • 130 have current DLPT scores; 42 being scheduled for testing • 59 have a secondary language; 14 have a tertiary language 20

NNWG Operations Summary • Focused Operations at the National, Joint and Fleet levels. • Leveraging various OPS processes, structures, skill sets and capabilities • RC Commanding Officers make decisions in concert with the AC to support priority based requirements with AT/ADT/ATP/ADSW/IDT/IDTT • More requirements left unsatisfied due to limited manpower and fiscal resources Navy Net-Centric Warfare Group, aligned with Naval Network Warfare Command, is now positioned to grow the needed skill sets and leaders

A Word about Mobilizations (IA’s) • USFF > RESFOR > OSO/DMM > Unit & Member • Iraq, Afghanistan, Horn of Africa • Current number of Individual Augmentees: 114 //36 officers and 89 enlisted// as of: 22DEC08 • NNWG total mobilizations since 9/11: 45% of force • Future mobilizations scheduled to continue; replacement of those on duty at present; slight increase in near future • Bronze Stars awarded (one with an Army COM w/V) • Most RC Warrants have been IA’d or slated to do so. Active-Reserve Integration at its finest!

The Future ACTION ITEMS for the NEAR TERM: • The NNWG must work out the kinks (e.g., APPLY, billets, training, and funding) and leverage all skills and capabilities within the enterprise • Recruiting (“Instill a desire to serve …”) • Build up pool of linguists and languages (Recruit Prior Service – DLPT – BCLP course) • Improve training delivery system for all NNWG members • Full, relevant OPS employment during IDT

STRATEGIC FUTURE • Total Force (A-R-I) integration continues; generational change before complete; future participation in “Cyber” warfare, as now defined by the Chairman of the Joint Chiefs for the Department of Defense • Need for precise determination of metrics for value of RC; NNFE ESG currently working issue • Increase “fleet” vs. “national” missions; must trace NSA, NRO, NCTAMS, JOINT missions directly to fleet needs – an USFF imperative • Determine RC “Fleet Intel” TYCOM role, if any
