  3. “Korea 2050(UN Future Forum)” Introduction • WFS Korea Chapter/Korea Node of AC/UNU MP is established in 2004 As a non-profit organization in June 2005, registered under the supervision of the Ministry of Finance to act as a leading regional, national and international R & D, training and consulting organisation in the field of futures studies for better future of Korea with personnel of 5-10 • Goals include • Research, analysis, and formulation of various strategies for alternative futures of Korea • Knowledge-based network building of the relevant stakeholders to learn about sustainable futures • Hosting of future workshopsfor the futurists and promotion of international collaboration within its specific competence areas Korea Node of AC/UNU

  9. “UN Future Forum” Programs • Futures Methodology Training • Providing 10 futures methodology courses at Maekyung Education Center, Spkang Univ & Sungkyunkwan Univ. every other months since 2005 (Jerome Glenn, Jose, Jim Dator, Paul Werbos, Fabienne, Art Shostok, Bill Halal, etc) • Establishing a “Korean Futures Research Center” & “Graduate School of Future Studies” with Sokang, Yonsei, Sungkyunkwan Universities along with Korean Government Civil Service Office for futures methodology courses • Providing individual consulting and training courses for companies, governments, NGOs and the general public • Futures seminars, workshops, lectures, & talks to make the public better understand the alternative futures, inviting futurists Korea Node of AC/UNU

  10. “Korea 2050” Core Programs • Dissemination of futures information • Our website “unfuture.org” portal will be a nationally and internationally recognised database constructed for disseminating futures research related information. Daily hits of 5000-6000. • Annual publication of the translated version of the “State of the Future”, and books relating to future of governance, S&T, environment, and futures methodologies, etc • “Korean Foresight Report 2020”, “Future National Strategy: Korea 2020”, “Future Jobs”, “Future of Families”, etc are to be published annually Korea Node of AC/UNU

  11. “UN Future Forum” Services • Future Encyclopedia: Participating in identifying new terms to publish Korean version of future encyclopedia (led by AC/UNU MP) Objectives: • To introduce new terminologies in futures studies as well as in S & T and emerging issues • To prevent the new terminology from misuse and misinterpretation in the various fields Contents: • New terms of all futures related technologies, topics which are sorted by countries, sectors, cultures, etc. Opportunities: • To promote Korean initiated terms to be accepted globally • Exclusive exercise of Intellectual property rights and initiation Activity of MP WFUNA Korea Node: • Identifying new terminologies used in Korea • Defining Korean terminologies in English • Publishing a Korean-version encyclopedia • Collaborating with the future encyclopedia team of Mexico Node Korea Node of AC/UNU

  45. “UN Future Forum” Korean Birthrate Hike Campaign 1. In May 2006 the Korean total fertility rate tumbled to the world record low 1.08, down from the previous lowest of 1.16 in 2004, the South Korean National Statistical Office said. 2. South Korea’s birthrate falls far behind those of other advanced economies: the US 2.05, France 1.9, Italy 1.33, and Japan 1.29, the world’s most aged society 3. South Korea’s birthrate declining over the past few decades from 4.53 in 1970 to 1.08 in 2005, which is significantly lower than the replacement rate of 2.1. 4. The government in May 2006 announced a comprehensive policy that includes pouring 10 trillion won ($11 billion) into childcare subsidies. This is the first time Korea has come up with such broad measures since it began to encounter the low birthrate problem in 1984. 5. 1 in 3 married women rejects motherhood by saying it is ok to have no children, a state-run think tank the Korea Institute of Health and Society said in March 2006. Single men and women also prefer to have only one child after marriage. Half of single women also answered that it is better not to tie the knot at all, report entitled `Investigation on ‘Low Birthrate and Study on its Comprehensive Measures’, which was based on interviews with 3,800 married women between the ages of 20 and 44, and 2,670 single women and men in 2005. Korea suffers from both a fast aging population as well as a low birthrate. Couples avoid having more children because of high education and childcare expenses. Couples spends half their income on their children’s education, the largest proportion among living expenses. 6. To help working parents combine work and family, the government will enhance its assistance to childcare centers. It plans to double the number of state-run childcare centers to 2,700 in 2010 as well as tax breaks, social insurance benefits and other incentives.   46. Reasons for low birthrate: women rejecting motherhood, high overseas study spending SPENDING ON OVERSEAS STUDY HITS RECORD HIGH 1. Spending on overseas study hits new high in January 2006. Koreans’ spending on overseas education hit a record high last year as parents sought higher-quality education for their children while escaping from surging private education costs at home. The Korean Educational Development Institute said in a report that the number of elementary, middle and high school students who left the country for study in the period increased more than 60 percent from 10,498 recorded a year earlier. 2. The number of Korean students studying abroad has shot up more than 10-fold over the past six years due to an increasing demand for early English education. According to the recent report, the number of students going overseas swelled from 1,562 in 1998 to 16,446 in 2004. A 30-fold number of elementary school students have gone abroad during the six-year period amid the boom in early English education with fewer legal restrictions. 3. The government is trying to curb the increasing number of students traveling for study by introducing a five-year human resources development plan in January 2006. The plan includes initiatives to strengthen English education in elementary schools by expanding English immersion programs and English classes for first- and second-graders. It is part of the efforts made by the Ministry of Education to put the brakes on the accelerating costs spent on private tutoring for early English education. Despite that, Korean children are consuming more time and money to go abroad for study. KOREA IS AGING FASTEST 1. Korean society is aging at an alarming speed. As defined by the UN, in an aging society, people over the age of 65 account for 7 percent of the population and in an aged society, Koreans account for 14 percent. Research forecasts that Korea, currently categorized as an aging society, will take 18 years to become an aged society, whereas the change took 24 years for Japan and 72 years for the US, 154 years for France.
