DIVERSION • Diversion is not permitted as a matter of course. • Consignments may be permitted to be diverted at the discretion of COM provided that there are no operational difficulties involved. • It is a facility extended to the trading public, but it is not guaranteed.
DIVERSION Diversion is not permitted…. • When the wagon has passed the diverting junction and reached the original destination • When handed over to the adjacent railway in case of through traffic. • In case of perishables, animals and offensive goods. • Part consignments or goods loaded with other consignments.
DIVERSION Diversion is not permitted…. • When bans and restrictions are in force. • When it is likely to cause detention to rolling stock. • When it involves haulage of journey already covered by the wagons. • When the ownership of the consignment is in dispute.
DIVERSION Diversion Fee… • Is Rs.300/- per wagon is collected and a money receipt is issued. • Diversion fee is not collected when COM in the interest of the nation diverts wagons • For delivery short of destination diversion fee is not collected when party is not going to ask for difference of freight.
DIVERSION Procedure…. • The owner of the goods should apply for diversion. • He must establish the title of the goods and pay the diversion fee. • The SM will issue message to COM for granting permission.
DIVERSION If COM agrees the diversion, a telegraphic message is sent to: • Original destination station. • Forwarding station. • New destination. • F.A. & C.A.O. • All important stations and junction stations enroute.
DIVERSION • The SM of enroute station will watch the movement of the wagons and alter the name of the destination on the seal card under his signature; date and station stamp • Fresh pocket labels should be provided. • He should advise the particulars of arrival and dispatch of the consignment to the officer ordering the diversion.
DIVERSION The station master who has diverted the wagon will send message to: • Forwarding station. • Original destination station. • New destination station. • FA&CAO / CCO / CCM / DRM / COM.
DIVERSION Issue of supersessional railway receipt…. • On receipt of the confirmation as above, the SM of the forwarding station will collect the original RR and issue supersessional RR. • The freight charges are calculated from the forwarding station to new destination. • Original booking particulars and the authority for diversion should be shown on the supersessional RR.
DIVERSION Issue of supersessional railway receipt…. • The original RR should be cancelled and preserved. • Certified overcharge sheet is prepared and sent to the original destination for clearance of station outstanding. • The new destination SM will deliver the consignment by collecting memo freight and on execution of indemnity bond. • The transaction is regularized on receipt of the supersessional RR.
DIVERSION Delivery of goods short of destination…. • The party should give an undertaking in writing that he will not claim any refund of charges for the portion of the journey not covered by the wagon. • The party should affect book delivery, by surrendering the RR and paying all the charges due at the original destination • Effect physical delivery of the consignment at short of destination by surrendering a no-due certificate issued by the original destination.
DIVERSION Diversion / rebooking / delivery short of destination on railway’s account: • To relieve congestion on account of the following conditions, namely • (a). Act of God • (b). Act of War • (c). Act of Public Enemies .
DIVERSION Diversion / rebooking / delivery short of destination on railway’s account: • At the booked destination station, the railway administration with the prior approval of CCM and COM with the consent of the consignee / consignor may permit rebooking / diversion / delivery short of destination of consignments to nearby alternative station for delivery. • No rebooking / diversion fee will be charged in this regard
DIVERSION Diversion / rebooking / delivery short of destination on railway’s account: • The freight charges up to rebooked / diverted station will be recovered on such consignments allowing telescopic rate benefit for the entire distance traversed. • In these circumstances when delivery of the consignments short of destination is permitted, freight charges for the uncovered journey may be refunded.
