The Basics: Population Over 65 • 10,000 ‘boomers’ daily, for the next 16 years • By 2030: 72 million • By 2050: 89 million – one in five Americans • 7 in 10 will require on average 3 years of long-term care (LTC or LTSS)
What is LTC (or LTSS)? • Beyond medical: includes broad range of services and supports needed for an extended period of time • Can be received in: • A home setting (HCBS) • An institutional setting (e.g., nursing home) LTSS can be provided by paid or unpaid caregivers.
Mrs. Jimenez • 85 year-old widow • Lives with her adult children • Has multiple conditions: • High blood pressure • Heart failure • Diabetes • Medicare and Medicaid (“dual eligible”)
Mrs. Jimenez • Needs help with daily activities • Risk of institutionalization • Not enough funds to pay for private care • Lack of care coordination • Re-hospitalizations • Wants to stay in the place she calls home
Why This Matters • Americans are concerned, lack info • 78% over- or underestimate the cost of care • Most cannot afford costs • 70% are not confident they will be able to pay Source: Associated Press-NORC Center for Public Affairs Research, 2014 LTC Poll
Why This Matters • Don’t know how to meet their needs • Two thirds have done little to no planning at all • Support public policy solutions • 58% support LTC insurance program similar to Medicare • 81% support tax breaks to encourage saving for LTC Source: Associated Press-NORC Center for Public Affairs Research, 2014 LTC Poll
Latinos and Aging • By double digits – higher levels of concern about ability to pay • More worried about being alone as they age • Less financially prepared – Medicaid
Federal Policy Initiatives New Administrative Authority Medicare-Medicaid Coordination Office Center for Medicare and Medicaid Innovation Expands Access to HCBS: Provides financial incentives for HCBS HCBS provisions are optional for states Extends nursing home transition program
