The Need for a Broadband Map • Since 2000 the FCC has been gathering data. • US ranking 15th in BB adoption is not reflective of our standing in the world or industry. • Problems are fixable, but need data and perspective to formulate reasonable plans and investments. • BDIA and SBDD
Stimulus Funding Leads to Action • 50 States, DC, and 4 Territories awarded Funds for national Mapping and Planning effort. • Gov. O’Malley designates Maryland Broadband. • Best GIS talent in the State form MBBMI • Salisbury University • Towson University • State GIO/DoIT • Department of Business & Economic Development
MBBMI Project Goals • Meet/Exceed Federal Goals for BB Inventory • Map and Verify Service Coverage Areas • Provide Consumers Reliable Information • Promote the Marketplace • Accelerate Expansion and Adoption of BB. • Questions
Data Development Goals • Identify and Map: • Availability of broadband service • Defined as: • > 768 kbps downstream, > 200 kbps upstream • Ability to provide w/in 7 – 10 working days • Technologies used to provide service • Speeds at which broadband is available • Wireless service areas and spectrums used
Provider Data Request: • Service Areas • Technologies of Transmission • Upload/Download Speeds • Middle Mile/Last Mile • Wireless Service Areas & Spectrum Used
Data Development Process • Reach Out to Providers • Encourage participation • Establish NDAs • Collect and Process Data • Verify Service Availability
Data Delivery Goals • Launch Publicly-Available Broadband Map • Searchable by address • Returns available service types and providers • Average reported speeds and cost by service type • Provider contact information • Allows reporting of unserved areas & errors
Data Verification Outreach Efforts • www.mdbroadbandmap.org • broadband.maryland.gov • Project Background • Take the Speed Test • Take the Survey • Report an Unserved Location • Wireless service field verification
Maryland Broadband Map DEMO • Functionality Overview • Data Overview • Data represents 33 participating providers • Data as of 12/31/2009 • www.mdbroadbandmap.org
Next Steps • Updates • Verification • Sustainability
Next Steps Updates: • Address level data for all census blocks greater than 2 square miles. • Revised methods for data collection • Continue to speed test and update results • Bi-annual deliverables • Next request is for data current as of: • 6/30/2010 • Future data request cycles: • 12/31/2010 • 06/30/2011
Next Steps Verification: • Continue to verify all submittals and updates • Continue speedtests and survey collection • Field verify wireless broadband capabilities • Observations
Next Steps Sustainability: • Technical support to providers • Long-term funding • Permanent location of data & website (MdBC) • Integrated with Maryland MD iMap portal • Represented in the National Broadband Map
