  6. Current Situation • 400 mio € per year for control of which more than 200 mio € for controls at sea • No reliable catch registration • No verification and cross checking • False catch declarations to Commission

  7. Current Situation • Inspections of limited effectiveness • Inappropriate systems for following up infringements and imposing sanctions • Penalties paid in 2005 were 10,8 mio € or less than 0,17% of the value of 2004 landings • average fine of 2 000 €

  8. If we don’t act • We will continue vicious circle of false catch declarations  fed into scientific assessment  leeds to poor advice  leeds to lower respect for rules  leeds to unsustainable additional pressure on stocks • Loss of jobs in coastal areas • CFP is put into question

  9. New policy framework Criteria: • Simplified • Harmonised • Cost effective • Develop a culture of compliance • Ensure controllability and traceability

  10. OBJECTIVES • Develop a new approach towards inspection and control • Rationalising and standardising rules

  11. OBJECTIVES 3. Reinforcing capacity of Commission to ensure compliance with the rules 4. Introducing harmonised and deterrent sanctions

  14. MEMBER STATES ROLE • Direct control and inspection • Improve data collection and data base • Reduce operational cost of control: more on shore inspection and cross checking methods • Develop culture of compliance • Increase sanctions

  15. ACTIONMEDIUM TERM • Launch Reform of Control Policy • Establish Task Force on Control Policy • Organise meetings with Control experts from Member States • Adopt Commission proposal in October 2008

  16. ACTIONSHORT TERM • 2008: ° Improve VMS system ° Implement electronic logbook

  17. ACTIONSHORT TERM ° 2008: °Improve MS and COM data base ° Start generalisation of cross checking methods ° Harmonise level of sanctions

  18. Community Fisheries Control Agency (CFCA) • Ensure uniform and effective application of the CFP rules • Contribute to level playing field in Community fisheries • Promote a culture of compliance • Combat IUU fishing

  19. CFCA 2008 activities • Coordination of control and inspection activities on Bluefin tuna fishing Cod fishing in Baltic Sea Cod fishing in North Sea area NAFO fisheries Technical assistance to combat IUU fishing
