National Partnership on Youth Attainment and Transitions On the 30th April COAG agreed on a “Compact for Youth” on Youth Attainment and Transitions. This Agreement requires States and Territories to achieve an attainment rate of 90 per cent by 2015 for young people aged 15-24. Attainment Rate meaning: • A Year 12 Certificate by a Board of Studies (WACE); or • An equivalent qualification e.g. International Baccalaureate or • Certificate II or higher qualification issued by an RTO
National Partnership on Youth Attainment and Transitions The old career development programs ended 31st December 2009 – consolidated into 4 new elements The old suite of Federal programs included: • On-the-job training commitment • Local Community Partnerships (LCPs) (213 regions- 23 in WA): structured workplace learning, career and transition support, adopt a school. • Mentors for our students commitment • Regional Industry Career Advisors (RICAs) • National Industry Career Specialists (NICS) • Youth Pathways (100 regions) • Connections (60 sites) • Youth Linx • National Career Development The Commonwealth agreed to transfer responsibility to the States and Territories over time in the 3 key elements
National Partnership on Youth Attainment and Transitions In 2010 to 2013:Funding will be provided to State and Territories System/Sectors under the NP YAT Agreement based on new guidelines and criteria Funding in 2009: Quality on the Job Workplace Learning

Suggested Implementation Strategies • Compact with Youth: fact sheets, information sessions, network meetings , site visits as appropriate • Building the Capacity of Schools:Certificate training - with new qualifications retraining • VETiS:focus on full certificate completion in key priority areas • Training and Skills Recognition:Research to identify scope of RPL and/or training needs for 16-17 year olds • Career Development: WA Guidelines and its Audit and Planning Tool • Mentoring:Policy framework and targeted mentoring initiatives • Participation:promote education and training opportunities with emphasis on 15 -24 year olds, support the Dept of Correctional Services in training delivery • Indigenous Young People:targeted literacy and numeracy strategies, cross cultural training, development of a new VET certificate 11 qualifications to include CGEA style units
Regional Issues & Challenges • Learning issues: e.g. literacy and numeracy • Transport issues • Availability of traineeships, aprenticeships, TAFE • Provision of alternative schooling • Parental involvement • Special needs of Indengeous, refugees and migrants • Forging appropriate partnerships • Capacity building of teachers- teach certificate courses • Adolescent issues
National Partnership on Youth Attainment and Transitions Focus of WDCs on career development and training pathways not employability skills as in the past DTWD WA have tendered out 11 Workforce Development Centres to act as service providers and has maintained the Career Development Centre. These will complement the work of the School Business community Partnership Brokersand replace the current 23 Employment Directions (EDN) service providers .
