Background • Collection of postpaid bills through Ctopup (Franchisee & Retailers) named as USSD-Ctopup • Existing Ctopup uses OTA system for encryption of messages (SMS) and requires Ctopup menu to be burnt on SIM card. It was thus limited to pre-paid transactions. • Additional menu to be burnt in Ctopup SIMs, if same is to be upgraded to enable for postpaid bill payments but:- • Space restrictions on the current Ctop Up SIM’s • Updating menu in working retail chain a big challenge • However, new C-topup SIMs can be purchased by Circles with menu burnt for both (Prepaid & Postpaid) and can co-exist.
USSD Ctopup • Payment of GSM & CDMA postpaid bills will be started first followed by that of WiMax & Landline bills • It is live in East Zone with effect from 14-8-2012 & in North Zone from 31-8-2012. It will start in remaining two zones by 25-9-2012. • New system i.e. USSD based C-topup will work in addition to existing OTA based Ctopup & hence procedure of stock allocation, reconciliation etc. will remain unchanged • Franchisee channel could use any method (USSD or OTA) for each transaction (for prepaid or postpaid) • Guidelines vide No. MOB-17/C-Topup-2010/57 dated 12-7-2012 and another dated 23-8-2012 available on Intranet
USSD- Ctopup • Common Wallet of Franchisee/ Retailers for both Prepaid (CtopUp) & Postpaid (CBP) transactions • Differential commission rate : • Prepaid : 5.5% of transacted value • Postpaid : 1.25% or Rs. 5 per bill, whichever is lower • Franchisee will continue to get upfront prepaid commission @5.5% at the time of stock purchase • System will deduct excess commission paid (5.5%- 1.25%) from Franchisee wallet for each CBP transaction done by his/her retailers • Franchisee can adjust such recovered commission amount from Retailers while recouping their stock in person or through FOS
Post-paid bill payment- Additional business for POS • Franchisee MIS available through Sancharsoft VPN & accessible to Franchisees to show Retailer-wise recoverable amount for each Franchisee. • Circles will deduct excess TDS (on difference of commission) for postpaid transactions from the TDS amount already deposited with TAX authorities at the time of initial stock transfer, based on report from CBP-Ctopup system • Similarly, Circles will deduct excess Service Tax (on difference of commission) for postpaid transactions from the TDS amount already deposited with TAX authorities at the time of initial stock transfer, based on report from CBP-Ctopup system
How USSD based Ctopup works • Ctop up retailer to dial *222*<Ctopup M-Pin># to initiate a transaction • USSD server will capture the CLI of the retailer, validate the M-Pin with Ctop up system • On successful validation, main menu will be pushed else an error message will be flashed • Wallet of Retailer will be debited for the payment amount & wallet of concerned Franchisee will be debited for difference of commission amount • Short formats are available for a quick access to the sub-menus • Snapshot of screens is given in subsequent slides
