  1. NATO/PfPAdvanced Distributed Learning Prototype Presentation to the ADL Working Group 05 October, 2001 Dr. Gokay Sursal Allied Command AtlanticNorfolk, Virginia

  2. OUTLINE • BACKGROUND • CDE PROCESS : DEFINITION/ BENEFITS • WHY APPLY CDE TO ADL PROTOTYPE? • TEAM BUILDING • FEASIBILITY PHASE • PROTOTYPE PLAN • PARTICIPANTS • ADL CDE PROJECT TIME-LINE • QUALITY OF A PROTOTYPE • FACTORS THAT INFLUENCE QUALITY

  3. BACKGROUND • WASHINGTON SUMMIT 1999 WASHINGTON SUMMIT 1999

  4. BACKGROUND(CONT.) • MCM 211-99 ……….12/99 • Paris Workshop…….04/00 • Interim ADL Report …06/00 • Vilnius Workshop ……09/00 • Final ADL Report…….11/00 • MCM 016-01……………01/01 • Brussels Experts Meeting..01/01 • Interim Prototype Report…03/01 • Brussels Workshop………..04/01 • Final Prototype Report…….05/01

  5. BACKGROUND(CONT.) • RESULTING THREE ACTIVITIES • POLICY DOCUMENT - IMS • PROTOTYPE STUDY -RTB (NMSG) + NATO (SACLANT) • SIMULATION REQUIREMENTS - SACLANT

  6. CDE Background • CDE part of Defence Concept Initiatives (DCI) announced at NATO Summit (Apr 99) • SACLANT, on behalf of both SCs developed Concept Development & Experimentation process • CDE approved by Military Committee (Sep 00)

  7. -------------- -------------- -------------- ------------ -------------- -------------- -------------- ------------ -------------- -------------- -------------- ------------ -------------- -------------- -------------- ------------ -------------- -------------- -------------- -------------- -------------- -------------- -------------- ------------ • Doctrine • Training • Organization • Equipment Promotes Collaboration Definition CONCEPT DEVELOPMENT & EXPERIMENTATION (CDE) • A forward looking process • Develops and evaluate new concepts • Identifies future capabilities • Focuses on near, mid and long-term • Uses an Alliance framework • Augments national & NATO lead activities • Provides several benefits

  8. Concept Development and Experimentation Concept Identification Concept Management Review White Paper Bi-SC Working Group Review Review Selected Concepts Annual Report to MC Feasibility & Concept Development Experimental Plan/ Experimentation Conclusions, Recommendations, Implementation Tier One Tier Two Tier Three

  9. CDE Applied to ADL Prototype White Paper • Feasiblity of CDE Approach applied to ADL prototype • Develop plan for subsequent activity ADL Feasibility Study ADL Concept Development • Explore problem, options, solutions • In-depth examination of specific options using the prototype ADL Experimentation

  10. Why Apply CDE toADL Prototype? • CDE is needed to: • validate proposed ADL solutions • assess wide range of options in rigorous manner • development broad-based collaborative solutions, requiring multi-agency approach • achieve high-level interest to generate resources and obtain more comprehensive examination of solutions • promote “big picture” NATO/PfP approach to bring in the state-of-the-art in ADL to concept development and experimentation

  12. CONCEPT FEASIBILITY • PROTOTYPE TECHNICALLY FEASIBLE • PROTOTYPE WILL PROVIDE: • EMBRYONIC IMMEDIATE CAPABILITY • THE BASIS FOR EVALUATING BENEFITS • THE BASIS FOR SPECIFYING THE PROCUREMENT OF AN OPERATIONAL CAPABILITY • THE LACK OF AN EXISTING NATO DEDICATED NETWORK IS NOT AN IMPEDIMENT FOR THE PROTOTYPE

  13. CONCEPT FEASIBILITY (cont.) • PROTOTYPE MANAGEMENT RESIDENT AT SACLANT • THE WEB MASTER AND TECHNICAL SUPPORT WILL BE PROVIDED BY VNC • INITIALLY PROTOTYPE WILL BE CONNECTED TO THE INTERNET THROUGH A PASSWORD-PROTECTED FIREWALL . ACCESS REQUIREMENTS AND POLICIES WILL BE CONSISTENT WITH NATO REGULATIONS.

  14. CONCEPT FEASIBILITY (cont.) • THE SITE WILL BE COMPOSED OF MINIMAL HARDWARE AND SOFTWARE. • THE PROTOTYPE WILL BE POPULATED BY A LIMITED NUMBER OF COURSES COMPLIANT WITH MILITARY COMMITTEE ESTABLISHED PRIORITIES.

  15. PROTOTYPE PLAN • CONCEPT DEVELOPMENT • DEVELOP COURSES IN SCORM STANDARD • DEVELOP WEB PAGE • INSTALL LMS • FIND CANDIDATE USER GROUPS • CONCEPT EXPERIMENTATION • MANAGE/MONITOR USE OF PROTOTYPE • MEASURE USER PERFORMANCE • IDENTIFY RESOURCE/ ORGANIZATIONAL /ARCHITECTURE ISSUES OUTPUT : REQUIREMENT FOR OPS ADL CAPABILITY

  16. PARTICIPANTS • NMAs (SACLANT, SHAPE, IMS) • RTA- NMSG • RTA-HFM PANEL ADL TT • NATO TRAINING GROUP WG ON IT/ED • NATO DEFENCE COLLEGE • NATO SCHOOL (SHAPE) • PfP CONSORTIUM • NATIONS (CANADA, GERMANY, SWITZERLAND, AND USA)

  18. QUALITY OF A PROTOTYPE • QUALITY OF A PROTOTYPE IS AN INDICATION OF THE QUALITY OF AN OPERATIONAL CAPABILITY. • PROTOTYPE WILL INVESTIGATE IF THE OPERATIONAL CAPABILITY WHEN DEVELOPED WILL SATISFY THE USER REQUIREMENTS.

  19. PROTOTYPE QUALITY FACTORS • INTEROPERABILITY • HARDWARE • SOFTWARE • NETWORK • CONFORMANCE TO STANDARDS • MODULARITY- DESIGN • USABILITY - USER FRIENDLY • REUSABILITY- SHARED OBJECTS

  20. PROTOTYPE QUALITY FACTORS (cont.) • PORTABILITY- INSTALLATION • ADAPTABILITY- CHANGES • EFFICIENCY- TRANSMISSION • SECURITY- ACCESS RESTRICTION • RELIABILITY- ROBUSTNESS • LEARNABILITY- COGNITIVE ASPECT • COMPREHENSIBILITY- LANGUAGE • RETAINABILITY-
